· United Technologies, East Hartford,
Conn., is being awarded a $24,674,404 delivery order #0003 under a previously
awarded basic ordering agreement contract (N00383-07-G-003M) for repair of
line items used on the J-52 engine in support of the EA-6B aircraft. Work
will be performed in Jacksonville, Fla., and is expected to be
completed by July 2012. Contract funds will not expire before the end of the
fiscal year. This contract was not competitively awarded. One company was
solicited and one offer was received. The Naval Inventory Control Point,
Philadelphia, Pa., is the contracting activity. · Lockheed Martin
Maritime Systems and Sensors, Moorestown, N.J., is being awarded a
$9,800,000 modification to previously awarded contract (N00024-03-C-5115) for
engineering services for DDG 51 class and CG 47 class Aegis combat system
installation, integration, test and fleet life cycle engineering support. The
required services include program management; operation support; quality
assurance; configuration management; ship design integration; firmware
maintenance; combat system test and evaluation; Navy furnished material
support; special studies; and future-ship integration studies. Work will be
performed in Moorestown, N.J. (45 percent); Baltimore, Md. (20 percent);
Bath, Maine (12 percent); Pascagoula, Miss. (8 percent); Washington, D.C. (5
percent); Norfolk, Va. (5 percent); Mayport, Fla. (3 percent), Oxnard,

completed by September 2010. Contract funds will not expire at the end of the
current fiscal year. The Naval Sea Systems Command, Washington Navy Yard,
D.C., is the contracting activity. · Raytheon Co., Tucson, Ariz.,
is being awarded a $202,696,561 modification to a previously awarded
firm-fixed-price contract (N00019-09-C-0007) to exercise an option for the
procurement of 196 fiscal year 2010 Tomahawk Block IV all-up-round missiles.
The Tomahawk Block IV missile is capable of launch from surface ships
equipped with the vertical launch system (VLS), submarines equipped with the
capsule launch system (CLS), and submarines equipped with the torpedo tube
launch system (TTL). This contract provides for 132 VLS missiles, 53 CLS
missiles and 11 TTL missiles. Work will be performed in Tucson, Ariz. (32
percent); Walled Lake, Mich. (9 percent); Camden, Ark. (8 percent); Anniston,
Ala. (5 percent); Glenrothes, Scotland (5 percent); Huntsville, Ala. (4
percent); Fort Wayne, Ind. (4 percent); Minneapolis, Minn. (4 percent);
Ontario, Calif. (3 percent); Spanish Fork, Utah (3 percent); Westminster,
Colo. (2 percent); El Segundo, Calif. (2 percent); Middletown, Conn. (2
percent); Largo, Fla. (2 percent); Vergennes, Vt. (2 percent);
Farmington, N.M. (2 percent); and various locations inside and outside of the
contiguous United States (12.8 percent). Work is expected to be completed in
July 2012. Contract funds will not expire at the end of the current fiscal

Corp, Missiles and Fire Control, grand prairie, Texas, was awarded
on Jan. 22, 2010 a $44,875,596 firm-fixed-price and
cost-plus-fixed-fee for PATRIOT advanced capability – 3 (PAC-3) United Arab
Emirates requirement quantities are 16 launcher mod kits and 16 motor control
units. Work is to be performed in Dallas, Texas, (82.8 percent),
Camden, Ark., (0.2 percent), Lufkin, Texas, (10.9 percent), Ocala,
Fla., (6.1 percent). One bid was solicited with one bid
received. U.S. Army Aviation and Missile Command, Redstone Arsenal,
Ala., is the contracting activity. · Great Lakes Dredge
& Dock Co.,
LLC., Oak Brook, Ill., was awarded on Jan. 22, 2010 a $6,233,200
firm-fixed-price contract for Jacksonville Harbor maintenance dredging,
40-foot project, Bar Cut 3 through Bar Cut 45, Duval County, Fla.
Work is to be performed in Duval County, Fla., with an estimated
completion date of Sept. 1, 2010. Six bids were solicited with three
bids received. U.S. Army Corps of Engineers, Jacksonville, Fla., is the
contracting activity. · Argon ST, Inc., Fairfax, Va., is
being awarded a $23,838,548 firm-fixed-price contract for 28 Cerberus units
and associated spares for deployment in support of operational forces
abroad. Cerberus is a portable, self sustaining, integrated tower
developed to provide persistent ground surveillance system for perimeter
defense for the Forward Operating Bases. Work will be performed in
Newington, Va., (90 percent) and Orlando, Fla., (10 percent) and is
expected to be completed in December 2011. Contract funds in the amount
of $20,371,498 will expire at the end of the current fiscal year. This
contract was not competitively procured pursuant to FAR 6.3. The Naval
Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting
activity. · Sikorsky Support
Services, Inc., Pensacola, Fla., is being awarded a $7,035,212
modification to a previously awarded indefinite-delivery requirements
contract (N00019-06-D-0017) to provide aircraft maintenance and logistics
support for the T-34C, as well as manage the aircraft’s service life
extension and service life maintenance management programs.
Additionally, the contractor will provide all required support to enter T-6
aircraft flight data into the Training Information Management System and
Organizational Optimized Maintenance Activity software systems. Work will be
performed at the Naval Air Station (NAS) Corpus Christi, Texas (50 percent),
and NAS Whiting Field, Fla. (50 percent), and is expected to be
completed in September 2010. Contract funds will not expire at the end of the

Missiles and Fire Control, Orlando, Fla., was awarded on Jan. 14, 2010 a
$19,399,999 firm-fixed-price contract for definitization of an undefinitized
contract action for the purchase of M-TADS/PNVS Arrowhead kits, partial
B-kits, spares and tads electronic display and control. Work is to be
performed in Orlando, Fla., with an estimated completion date of Sept.
30, 2011. One bid was solicited with one bid received. Army Contracting
Command, Aviation & Missile Command Contracting Center, CCAM-AP, B,
Redstone Arsenal, Ala., is the contracting activity. · J2 Engineering,

is being awarded $7,138,569 for firm-fixed price task order #0003 under a
previously awarded indefinite-delivery/indefinite-quantity multiple award
construction contract (N69450-08-D-1782) for repair of Buildings 330 and 333
at the Marine Corps Recruit Depot Parris Island. The work to be
performed provides for the contractor to furnish all labor, equipment, tools,
transportation and materials required to execute repairs. Work will be
performed in Beaufort, S.C., and is expected to be completed by Jun.
2011. Contract funds will expire at the end of the current fiscal

Virginia Beach, Va., is being awarded a $75,000,000 maximum value,
indefinite-delivery/indefinite-quantity contract for multimedia environmental
compliance engineering support for Navy and other Department of Defense
installations within the Naval Facilities Engineering Command Atlantic area
of responsibility, primarily including the Northeast, Southeast and
Mid-Atlantic continental United States and some overseas locations. The work
to be performed provides for preparation of studies, plans, specifications,
design, reports, cost estimates and all associated engineering services in
support of the various environmental compliance programs, including:
Clean Air Act compliance; Safe Drinking Water Act compliance; stormwater pollution
prevention plans and Clean Water Act compliance studies; wastewater plans and
compliance studies; laboratory services; petroleum storage tank; oil spill
preparedness and planning; waste management; environmental condition of
property programs; pesticide management; radon and related products; and
sustainability services. The maximum dollar value includes the base period
and four option years. Work will be performed predominately in the following
states: Virginia; West Virginia; Washington, D.C.; Alabama; Connecticut;
Delaware; Florida; Georgia; Maine; Maryland; Massachusetts; New
Hampshire; New Jersey; New York; North Carolina; Pennsylvania; Rhode Island;
South Carolina; and Vermont, as well as locations outside the contiguous
United States such as Africa, Europe, Southwest Asia, Bahrain, Puerto Rico

to exceed 60 months, with an expected completion date of January 2015.

Command, Atlantic, Norfolk, Va., is the contracting activity. · DEI Services Corp.,
Winter Park, Fla.,
is being awarded a $8,217,977 performance-based
indefinite-delivery/indefinite-quantity hybrid contract consisting of
cost-plus-fixed-fee and firm-fixed-price contract line item number for the
analysis, design, development, fabrication, manufacturing, installation,
implementation, testing and system support of training systems/training
devices for the Department of Defense and other federal agencies. Work will
be performed in Winter Park, Fla., and is expected to be completed by
January 2011. Contract funds will not expire at the end of the current fiscal
year. This contract was competitively procured via Federal Business
Opportunities, with one offer received. The Naval Surface Warfare Center,

Simulation, Training and Support, Orlando, Fla., was awarded on
Jan. 8, 2010, an $8,121,044 cost-plus-fixed-fee contract. This contract
is for Phase II, which will build on the preliminary design created in Phase
I, culminating in the completion of a working prototype that demonstrates the
capabilities of the National Cyber Range (NCR). Upon completion of all
phases, it is anticipated that the NCR will enable a revolution in the
nation’s ability to conduct cyber operations by providing a persistent cyber
range. Work is to be performed in Orlando, Fla. (22.83 percent);
Cherry Hill, N.J. (30.82 percent); Salt Lake City, Utah (1.54 percent);
Minneapolis, Minn. (2.43 percent); Hanover, Md. (8.98 percent); Piscataway,
N.J. (10.71 percent); Princeton, N.J. (8.53 percent); Columbia, Md., (3.17
percent); Golden Valley, Minn. (2.62 percent); Albuquerque, N.M. (3 percent);
San Antonio, Texas (2.90 percent); and Washington, D.C. (1.99 percent), with
an estimated completion date of April 14, 2011. Bids were solicited via
broad agency announcement with seven bids received. Defense Advanced
Research Project Agency, Arlington, Va., is the contracting activity. · Sikorsky Aerospace
Maintenance,
Stratford, Conn., is being awarded a $34,739,262 modification to a previously
awarded firm-fixed-price contract (N00019-09-C-0024) to exercise an option
for organizational, selected intermediate, and limited depot-level
maintenance for 44 F-5 aircraft operated by adversary squadrons. Work will be
performed at the Naval Air Station (NAS) Key West, Fla. (40 percent);
NAS Fallon, Nev. (30 percent); and the Marine Corp Air Station, Yuma, Ariz.
(30 percent), and is expected to be completed in December 2010. Contract
funds in the amount of $34,739,262 will expire at the end of the current

Systems Corp.,
Sperry Marine, Charlottesville, Va., is being awarded a $10,921,428
modification to previously awarded contract (N65540-06-D-0009) for additional
engineering and technical services, including associated equipment in support
of the analysis, repair, alteration, maintenance, and production improvement
on the existing Sperry Marine manufactured Integrated Bridge System and the
steering/ship control systems installed on Navy vessels and at land-based

Patriot Advanced Capability-3 fiscal year 10 production buy for 253 tactical
missiles, 5 test missiles, 20 launcher modification kits, 15 motor control
units, 13 fire solution computers, 13 programmable array logic systems, 13
shorting plugs, 6 telemetry kits, and 1 lot each of the following:
United States storage and aging, replenishment spares, obsolescence; United
States/United Arab Emirates/Taiwan basic missile tooling upgrades, command
and launch control tooling; United Arab Emirates unique cost; Taiwan unique
cost; Taiwan spares, ground support equipment; German concurrent spares; and
United States contractor field support and data items. Work is to be
performed in Dallas, Texas (88.7 percent); Camden, Ark. (4.0 percent);
Lufkin, Texas (2.4 percent); Chelmsford, Mass. (3.5 percent); and Ocala,
Fla. (1.4 percent), with an estimated completion date of Oct. 31, 2012.
