·   David Boland, Inc., Titusville, Fla., was awarded on Dec. 23, 2009, a $20,869,748 firm-fixed-price contract.  This contract is for HUBZone MATOC, West Banks and vicinity, WBV-24 Segnette State Park floodwall.  Work is to be performed in Jefferson Parish, La., with an estimated completion date of June 24, 2011.  Bids were solicited via the World Wide Web with 13 bids received.  U.S. Army Corps of Engineers, New Orleans, District, New Orleans, La., is the contracting activity.

 

·   IAP Worldwide Services, Panama City, Fla., was awarded on Dec. 18, 2009, a $16,642,697 firm-fixed-price contract for line haul transportation within Kuwait and Iraq.  Work is to be performed in Kuwait and Iraq with an estimated completion date of June 30, 2010.  One bid was solicited with one bid received.  Army Contracting Center, RICC-CCRC-RT, Camp Arifjan, Kuwait City, Kuwait, is the contracting activity.

 

·   Sauer, Inc., East Jacksonville, Fla. (N40080-10-D-0490); Haskell, Jacksonville, Fla. (N40080-10-D-0491); John C. Grimberg, Rockville, Md. (N40080-10-D-0492); TtEC-Tesoro, JV, Virginia Beach, Va. (N40080-10-D-0493); and Whiting-Turner, Baltimore, Md. (N40080-10-D-0494), are each being awarded an indefinite-delivery/indefinite-quantity large multiple award construction contract for various large dollar construction projects within the area of responsibility of the Naval Facilities Engineering Command (NAVFAC), Washington.  The maximum dollar value, including the base period and four option years, for all five contracts combined is $750,000,000.  Sauer, Inc., is being awarded task order 0001 at $15,478,820 for construction of the headquarters facility and Officer Candidate School mess hall at Marine Corps Base, Quantico, Va.  Work for this task order is expected to be completed by July 2011.  All work on this contract will be performed within NAVFAC Washington’s area of responsibility, to include Maryland (55 percent), Virginia (30 percent), and Washington, D.C. (15 percent).  The term of the contract is not to exceed 60 months, with an expected completion date of December 2014.  Contract funds for task order 0001 will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website with 10 proposals received.  These five contractors may compete for task orders under the terms and conditions of the awarded contract.  The Naval Facilities Engineering Command, Washington, Washington, D.C., is the contracting activity.

 

·   McDonnell Douglas Corp., a wholly owned subsidiary of the Boeing Company, St. Louis, Mo., is being awarded a $12,420,974.00 cost-plus-fixed-fee contract, without a provision for an option quantity, for 12 months of 2010 avionics repair facility support, which provides for repair of various F/A-18 components.  This announcement involves a foreign military sale, less than 1 percent, for Spain, Kuwait and Malaysia.  The applicable funding for this action is the Navy Working Capital Fund.  Funds will not expire before the end of the current fiscal year.  Work will be performed in Lemoore, Calif. (57 percent), Cecil Field, Fla. (40 percent), and at the Hornet Control Center, Philadelphia, Pa. (3 percent).  Work will be completed by Dec. 31, 2010.  One company was solicited for this non-competitive requirement and one offer was received.  The Naval Inventory Control Point, Philadelphia, Pa., is the contracting activity.

 

·   Raytheon Co., Integrated Defense Systems, San Diego, Calif., is being awarded a $10,750,886.00 modification to a previously awarded cost-plus-fixed-fee contract for the exercise of FY 10 options for performing as the platform system engineering agent for the Ship Self Defense System.  Work will be performed in San Diego, Calif. (90 percent); Tewksbury, Mass. (2.5 percent); Portsmouth, R.I. (2.5 percent); St. Petersburg, Fla. (2.5 percent); and Tucson, Ariz. (2.5 percent).  Work is expected to be completed by Sept. 30, 2010.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington Navy Yard, D.C., is the contracting activity.

 

·   Adaptive Methods Inc., Centreville, Va., is being awarded an $8,083,728 cost-plus-fixed-fee and cost-reimbursable contract for engineering services to develop and integrate improved algorithms into the Undersea Warfare Decision Support System (USW DSS).  USW DSS provides an integrated, near real-time net-centric undersea warfare command and control capability across multiple platforms.  Work will be performed in Centreville, Va. (50 percent), Clearwater, Fla. (20 percent), Rockville, Md. (15 percent), and Middletown, R.I. (15 percent).. Work is expected to be completed by December 2010.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Sea Systems Command is the contracting activity.

 

·   General Dynamics Ordnance and Tactical Systems, St. Petersburg, Fla. is being awarded a $6,114,217 modification to previously awarded contract for calendar year 2010 contractor logistics support, for Expeditionary Fire Support System-Internally Transportable Vehicles (EFSS-ITV).  This modification provides for the exercise of an option for an additional increment of 12 months of support services for fielding and associated training requirements for EFSS-ITV systems.  Work will be performed in Huntsville, Ala. (60 percent), and St. Petersburg, Fla. (40 percent).  Work is expected to be completed by December 2010.  Contract funds will not expire at the end of the current fiscal year.  The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

 

·   General Dynamics Land Systems Division, Sterling Heights, Mich., was awarded on Dec. 22, 2009, a $150,472,736 firm-fixed-price contract for the definization of material contract and acquisition of 140 M1A1 Abrams vehicles for Foreign Military Sales program customer Iraq.  Work is to be performed in Lima, Ohio (70 percent), Scranton, Pa. (14 percent), Anniston, Ala. (10 percent), and Tallahassee, Fla. (6 percent), with an estimated completion date of May 2011.  One bid was solicited with one bid received.  TACOM Contracting Command, Warren, Mich., is the contracting activity.

 

·   Point Blank Body Armor, Inc., Pompano Beach, Fla., was awarded on Dec. 23, 2009, a $26,500,000 firm-fixed-price contract for 44,501 improved outer tactical vests.  Work is to be performed in Pompano Beach., Fla., with an estimated completion date of April 30, 2010.  Bids were solicited on the World Wide Web with three bids received.  U.S. Army Research Development and Engineering Command, Contracting Center, Aberdeen Proving Ground. Md., is the contracting activity.

 

·   EG&G Technical Services, Inc., Germantown, Md., is being awarded a maximum $29,189,192 fixed-price, incentive (firm target), award-fee hybrid contract for material distribution services.  Other location of performance is Jacksonville, Fla.  Using service is Defense Logistics Agency, Defense Distribution Center, New Cumberland, Pa.  The original proposal was web solicited with eight responses.  This is a five-year contract with one-year base and four one-year option periods.  The date of performance completion is Dec. 31, 2014.  The Defense Distribution Center, New Cumberland, Pa., is the contracting activity.

 

·   L-3 Services, Inc., Reston, Va., is being awarded a $55,656,285 indefinite-delivery/indefinite-quantity, cost-plus-incentive-fee modification to a previously awarded contract for integration, production, test and evaluation, fielding, training, certification, maintenance, and life-cycle sustainment management support of tactical satellite, telecommunications, information technology networking and psychological operations equipment for various customers.  The cumulative value of this contract, including this modification, is $150,300,000.  Work will be performed in Tampa, Fla. (70 percent), and Fayetteville, N.C. (30 percent), and is expected to be completed by December 2010.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured through the Space and Naval Warfare Systems Command E-commerce web site, with two offers received.  Space and Naval Warfare Systems Center Atlantic, North Charleston, S.C., is the contracting activity.

 

·   Lockheed Martin Corp., Eagan, Minn., is being awarded a $34,203,508 modification to a previously awarded indefinite-delivery/indefinite-quantity contract to provide additional funding for P-3C mission system spares for the government of Pakistan under the foreign military sales program.  Work will be performed in Eagan, Minn. (75 percent), Oldsmar, Fla. (20 percent), and Manassas, Va. (5 percent).  Work is expected to be completed in September 2011.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity.

 

·   Raytheon Network Centric Systems, St. Petersburg, Fla., is being awarded a $12,653,092 modification to previously awarded contract for production and testing of Cooperative Engagement Capability systems.  Work will be performed in Largo, Fla. (47 percent); St. Petersburg, Fla. (20 percent); Dallas, Texas (18 percent); and McKinney, Texas (15 percent).  Work is expected to be completed by September 2012.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

 

·   Lockheed Martin Services, Inc., Gaithersburg, Md., is being awarded a $7,498,261 modification to previously awarded contract for design agent engineering and technical support for combat system ship qualification trials, ballistic missile defense, and other evaluation and testing.  Work will be performed in Port Hueneme, Calif. (10 percent); San Diego (30 percent); Norfolk, Va. (20 percent); Mayport, Fla. (10 percent); Pearl Harbor, Hawaii (20 percent); and Yokosuka, Japan (10 percent).  Work is expected to be completed by June 2010.  Contract funds in the amount of $2,523,068 will expire at the end of the current fiscal year.  The Naval Surface Warfare Center, Port Hueneme, Calif., is the contracting activity.

 

·   Lockheed Martin Corp., Orlando, Fla., is being awarded a $14,520,293 contract to provide C130J FY10 operations and maintenance.  At this time, $3,483,740 has been obligated.  677 AESG/SYK, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

·   Lockheed Martin Corp., Orlando, Fla., is being awarded a $10,573,785 contract to provide C-130 Aircrew Training System program contractor logistics support for various training devices including database generation, engineering support, courseware development and instruction.  At this time, $10,573,785 has been obligated.  508 ACSG/PK, Hill Air Force Base, Utah, is the contracting activity.

 

·   BAE Systems, Land and Armaments L.P., U.S. Combat Systems, Minneapolis, is being awarded an $185,290,139 modification to previously awarded contract for Long Range Land Attack Projectile system development and demonstration restructure efforts, in support of the two Advanced Gun Systems for the DDG-1000 class destroyers.  Work will be performed in Orlando, Fla. (46.39 percent); Minneapolis (18.20 percent); Rocket Center, W.Va. (11.23 percent); Plymouth, Minn. (10.29 percent); Vergennes, Vt. (4.23 percent); San Diego (3.35 percent); Miamisburg, Ohio (1.74 percent); Saint Marks, Fla. (2.12 percent); Burlington, Vt. (1.26 percent); Cincinnati (1.06 percent); and Pinellas Park, Fla. ·   Raytheon Network Centric Systems, St. Petersburg, Fla., is being awarded a $6,035,466 modification to previously awarded contract for the design agent and engineering services for the Cooperative Engagement Capability System.  Work will be performed in Largo, Fla. (80 percent), St. Petersburg, Fla. ·   Brasfield & Gorrie, LLC, Birmingham, Ala., is being awarded an $8,000,000 firm-fixed-price contract for the construction of hospital alterations at Naval Station Jacksonville. ·   ITT Industries Corp., Integrated Electronic Warfare Systems, Clifton, N.J., is being awarded a $111,737,911 not-to-exceed firm-fixed-price contract for non-recurring engineering required to modify, manufacture, test and deliver 17 AN/ALQ-214(V)3 radio frequency defensive electronic countermeasures engineering development model (EDM) units. In addition, this contract provides for delivery of three ALQ-214 systems test fixtures (test benches). These EDM units are required for the test and evaluation of the associated engineering change proposal  prior to making a production cut-in decision for an alternate configuration of the ALQ-214 for the F/A-18C/DE/F aircraft. Work will be performed in Clifton, N.J. (54 percent); San Jose, Calif. (24 percent); San Diego, Calif. (19 percent); Rancho Cordova, Calif. (2 percent); and Tampa, Fla. (1 percent). Work is expected to be completed in June 2013. Contract funds will not expire at the end of the current fiscal year. ·   American K-9 Detection Services, Inc., Lake Mary, Fla., was awarded on Dec. 11, 2009, a $15,000,000 firm-fixed-price contract.  This contract is for a working dog patrol, narcotic and explosive detection services, and to operate throughout Regional Command South, Afghanistan.  Work is to be performed in Regional Command South, Afghanistan, with an estimated completion date of Dec. 10, 2010.  Two bids solicited with two bids received.  Bagram Regional Contracting Center, Bagram Airfields, Afghanistan, is the contracting activity.

 

·   Honeywell International, Inc., Clearwater, Fla., was awarded a $31,284,630 contract which will provide 390 UH-60 P31 EGI plus 429 install units.  At this time, the entire amount has been obligated.  647 AESS/PK, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

·   Lockheed Martin Corp., Maritime Systems and Sensors, Manassas, Va., is being awarded an initial $40,750,462 order under an indefinite-delivery/indefinite-quantity firm-fixed-price contract, including time-and-material service line items for the production and delivery of SYMPHONY improvised explosive device jammer systems, including: field test sets, operator reference cards, uploader software, user guides, program protection, tool kits, depot support, field and engineering services, and system documentation in support of allied coalition and partner nations. This contract includes options which, if exercised, would bring the cumulative value of this contract to $940,000,000. Work will be performed in Clearwater, Fla. (77 percent); Manassas, Va. (22 percent); and in theater and locations out the contiguous United States (1 percent). Work is expected to be completed by September 2014. ·   Northrop Grumman Corp., Integrated Systems, Bethpage, N.Y., is being awarded a $9,300,000 modification to a previously awarded firm-fixed-price contract (N00019-08-C-0027) for non-recurring engineering in support of new supplier qualification and startup in support of E-2D Advanced Hawkeye aircraft low-rate initial production Lot 1 and 2 aircraft. Work will be performed in Bethpage, N.Y. (40.63 percent); Edgewood, N.Y. (22.35 percent); St. Augustine, Fla., (20.86 percent); Aire-sur-l’Adour, France (14.17 percent); and various locations within the continental United States (1.99 percent). Work is expected to be completed in January 2011. Contract funds will not expire at the end of the current fiscal year. ·   Lockheed Martin Corp., Orlando Fla., was awarded a $118,292,091 contract which will provide for the purchase of sniper advance targeting pods and low altitude navigation and targeting infrared for night pods in support of Foreign Military Sales program customer in Turkey. ·   Lockheed Martin Electronic and Fire Control, Orlando, Fla., was awarded on Dec. 8, 2009, a $99,299,168 firm-fixed-price contract for the repair and maintenance line replacement units and line replaceable modules to support the Apache helicopters sensors flying hours program for 2010.  Work is to be performed in Orlando, Fla., with an estimated completion date of Dec. 31, 2010.  One bid was solicited with one bid received. U.S. Army Contracting Command Contracting Center, CCAM-AP-B, Redstone Arsenal, Ala., is the contracting activity.

 

·   Jacobs Technology, Inc., Fort Walton Beach, Fla., is being awarded $9,600,000 for task order #0027 under previously awarded firm-fixed-price contract (M67854-02-A-9017) to provide technical support to the Marine Corps Systems Command, Information Systems and Infrastructure Product Group, Marine Corps Network and Infrastructure Services program office to provide sustainment support and additional transition support to include assisting in monitoring the cutover progress and attending daily meetings. Throughout the contract period the contractor will be required to coordinate schedules; assist with data collection for assets; user requirements management; application inventory; related actions necessary to effect transition activities and seat cutover; technical refresh schedules and activities and life-cycle sustainment in the Navy Marine Corps Intranet environment and the Continuity of Services Contract (e.g., SRM data collection, asset reconciliation and tracking).  The scope of this task shall be structured to reflect support for major commands across the Marine Corps sites. Work will be performed in Quantico, Va., and is expected to be completed in December 2010. Contract funds will expire at the end of the current fiscal year. ·   General Dynamics Land Systems, Inc., Sterling Heights, Mich., was awarded on Dec. 7, 2009, a $14,317,682 cost-no-fee contract for material for the Iraq program to purchase 140 M1A1 Abrams vehicles. Work is to be performed at Lima, Ohio (70 percent); Scranton, Pa. (14 percent); Anniston, Ala. (10 percent); and Tallahassee, Fla. (6 percent), with an estimated completion date of May 31, 2011. ·   Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $329,400,000 modification to the previously awarded Joint Strike Fighter air system low rate initial production Lot III cost-plus-incentive-fee/award-fee contract (N00019-08-C-0028) for special tooling and special test equipment.  Work will be performed in Fort Worth, Texas (35 percent); El Segundo, Calif. (25 percent); Warton, United Kingdom (20 percent); Orlando, Fla. (10 percent); Nashua, N.H. (5 percent); and Baltimore, Md. ·   The Charles Stark Draper Laboratory, Inc., Cambridge, Mass., is being awarded a $133,347,704 modification (#P00003) under previously awarded cost-plus-incentive-fee, cost-plus-fixed-fee contract (N00030-09-C-0008) for the Trident II (D5) guidance system tactical engineering support and guidance applications program.  Specific tasks include tactical engineering support, MK6 field support services, engineering support to develop a strategic guidance application program, develop a GPS receiver design approach, provide support for the Extended Navy Test Bed (ENTB) and ENTB derivative reentry body experiments, and assess maintaining the accuracy of the existing reentry systems.  The modification increases the total contract value to $290,690,456.  Work will be performed in Cambridge, Mass. (73 percent); Pittsfield, Mass. (21 percent); El Segundo, Calif. (4 percent); Clearwater, Fla. (1 percent); and Andover, Mass. (1 percent).  Work is expected to be completed Sept. 30, 2011.  Contract funds in the amount of $86,512,731 will expire at the end of current fiscal year.  Strategic Systems Programs, Arlington, Va., is the contracting activity.

 

·   General Electric Aircraft Engines, Lynn, Mass., is being awarded a $28,096,373 modification to a previously awarded firm-fixed-price contract (N00019-06-C-0088) for engineering and integrated logistics services in support of the F/A-18E/F F414-GE-400.  Work will be performed in Lynn, Mass. (78 percent); Evendale, Ohio (13 percent); Lemoore, Calif. (5 percent); and Jacksonville, Fla. (4 percent).  Work is expected to be completed in December 2010.  Contract funds in the amount of $1,039,505 will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

 

·   IAP Worldwide Services, Incorporated of Cape Canaveral, Florida was awarded a $7,117,529 contract which will provide for Public Works services at Fort Dix New Jersey for 1 October 2009 through 31 March 2010.  At this time, the entire amount has been obligated.  87 CONS, McGuire Air Force Base, New Jersey is the contracting activity.

 

·   Science Applications International Corporation, San Diego, Calif., is being awarded a cost plus fixed-fee type contract with a Not-to-Exceed amount of $11,500,000 for non-personal professional engineering, technical and management support services in support of the Joint Technology Assessment Activity component of the Naval Surface Warfare Center, Crane.  Work will be performed in Crane, Ind. (50 percent); Sullivan, Ind. (10 percent); Butlerville, Ind. (10 percent); Fort Walton Beach, Fla. (10 percent); Yuma, Ariz. (10 percent); and Mercury, Nev. (10 percent), and is expected to be completed by November 2010.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  The Naval Surface Warfare Center, Crane Division, Crane, Ind., is the contracting activity.

 

·   GCC/Thomco, LLC, Fort Walton Beach, Fla., and CCI Group, LLC, Shalimar, Fla., were each awarded a $10,000,000 contract which provides acquisition of base engineering requirements, maintenance, repair and minor construction efforts.  At this time, no money has been obligated.  96 CONS/PKAC, Eglin Air Force Base, Fla., is the contracting activity.

 

·   United Launch Services, LLC, Centennial, Colo., was awarded a $16,024,713 contract which provides the final close out of the Medium Launch Vehicle (MLV) III Delta II contract and transfer of required MLV III assets to a NASA contract for launch operations at the Cape Canaveral Spaceport, Fla., and Vandenberg Air Force Base, Ca..
