modification to a previously awarded firm-fixed price contract (N40080-10-C-0151)
to increase the dollar value of the contract for the dental clinic
replacement at Joint Base Andrews Naval Air Facility. The work to be
performed provides for engineering, architectural and comprehensive interior
design services as necessary to support the design effort for the ambulatory
care center which will be constructed in two phases. Phase I will provide a
diagnostic, surgical and therapeutic services center, a parking structure,
and ambulance shelter. Phase II will provide a primary and specialty care
center and renovation of Building 1058 with a building connector between the
new and renovated facility. After award of this modification, the total
cumulative contract value will be $15,529,753. Work will be performed in Camp
Springs, Md., and is expected to be completed by April 2011. Contract funds
will not expire at the end of the current fiscal year. The Naval Facilities

Ariz. (50 percent), and Orlando, Fla. (50 percent), with an estimated

Government Communications Systems Division, Melbourne, Fla., is being awarded
a $7,160,530 modification to a previously awarded firm-fixed-priced contract
(N00019-06-C-0087) to exercise an option for the full rate production of 148
fiber channel network switches, a component of the advanced mission computer
and display for the F/A-18 E/F, E/A-18G and E-2D aircrafts, and 4 mounting

City. The work to be performed provides for facility management services;

minor construction and alteration services for buildings, structures and

etc.; pest control; grounds maintenance; street sweeping services; and

purchase of AH-64 Apache modernized target acquisition designation
sight/pilots night vision sensor arrowhead kits, partial B-kits, tad
electronic display and control, associated spares and support for the United
States, Taiwan and the government of Israel. Work is to be performed in
Orlando, Fla., with an estimated completion date of Oct. 31,

awarded a $7,050,112 modification to previously awarded contract
(N00024-09-C-5215) for applied research in support of reliable acoustic path
vertical line array (RAP VLA) sensor systems for distributed network systems
(DNS). RAP VLA sensor systems for DNS advanced development efforts are
intended to result in a deep water, bottom-mounted, high-grain sensor system
that can automatically detect, classify, localize, track and report contacts
of interest. Work will be performed in Arlington, Va. (40 percent); Riviera
Beach, Fla. (30 percent); Greensboro, N.C. (25 percent); and Groton,
Conn. (5 percent). Work is expected to be completed by April 2011. Contract

Systems Command, Washington, D.C., is the contracting activity. · BAE Systems,
Information and Electronics Systems Integration, Nashua, N.H., was
awarded on Feb. 9 a firm-fixed-price requirements performance-based logistics
contract in the amount of $31,215,444 for support of the AN/ALQ-12B
electronic countermeasures system used in support of the F/A-18A-D and AV-8B
aircraft. Work will be performed in Jacksonville, Fla. (55
percent), Nashua, N.H. (33 percent), and Crane, Ind. (12 percent). Work
is to be completed by February 2015. Funding is provided by Navy
Working Capital Fund. Contract funds will not expire before the end of
the fiscal year. This announcement does not include foreign military
sales. This contract was not competitively awarded. One company was
solicited and one offer was received. The Naval Inventory Control

was awarded a $5,882,429 contract which will exercise an option for continued
sustainment services under the space control
depot support sustainment contract. At this time, the

Services, Oakland, Calif. (N00019-09-D-0013); StandardAero (San Antonio),
Inc., San Antonio, Texas (N00019-09-D-0014); and Wood Group Turbopower,
LLC, Miami Lakes, Fla. (N00019-09-D-0012) are each being awarded
modifications to previously awarded firm-fixed-price,
indefinite-delivery/indefinite-quantity contracts to exercise options for
depot-level repair for the T56 Series III engine. The award for Rolls-Royce
Engine Services is $34,465,472; for StandardAero, Inc., $41,193,248; and for
Wood Group Turbopower, LLC, $44,600,663. Depot-level repair of the T56 Series
III engine modules is required to support fielded P-3 and derivative
aircraft, as well as T56 powered C-130 and C-2 aircraft. The three major
modules of the engine to be maintained and repaired under these options will
be a maximum annual quantity of 160 power sections, 180 reduction gear
assemblies, and 140 torquemeters. Depot-level repair of T56 Series III engine
modules is required to support fielded P-3 and derivative aircraft, as well
as T56-powered C-130 and C-2 aircraft. Place of performance for Rolls-Royce
Engine Services is Oakland, Calif.; for StandardAero, Inc., San Antonio,
Texas; and for Wood Group Turbopower, LLC, Miami Lakes, Fla.
Efforts under these options are expected to be completed in February 2011.

Naval Air Systems Command, Patuxent River, Md., is the contracting activity. · L-3 Services, Inc., Mount Laurel,
N.J., is being awarded $11,701,417 for task order #0090 under a previously
awarded firm-fixed-price contract (M67854-02-A-9010) to provide acquisition,
logistics and administrative support as program management assistance for the
Program Manager for Training Systems (PM TRASYS) located at the Central
Florida Research Park, Orlando, Fla. PM TRASYS continues to support Marine
Corps Systems Command (MCSC) and Training Education Command (TECOM)
requirements to identify, develop and field material and non-material
solutions as the training systems manager. This support task includes work
across the live training systems functional and project teams, live training
systems integrated program management, military operations on urban terrain
systems, range instrumentation systems, range training aides devices and
simulations, field operations, and emerging hybrid live-simulated training
environments. The focus for live training systems efforts responds to
requirements requested by TECOM to support pre-deployment training/alternate

Bloomington, Minn. (59 percent); Clearwater, Fla. (22 percent);

contract in support of the Naval Facilities Engineering Service Center
(NAVFAC ESC), Port Hueneme, for installation, inspection, repair, maintenance,
and field supervision/operation of waterfront barriers, associated moorings,
waterfront security systems and marine facilities throughout the world. The
maximum dollar value, including the base period and four option years, for
all five contracts combined is $80,000,000. Work will be performed at various
Navy and Marine Corps facilities and other government facilities worldwide,
and is expected to be completed February 2015. Contract funds will expire at
the end of the current fiscal year. These contracts were competitively
procured as a 100 percent small business 8(a) set-aside via the Navy
Electronic Commerce Online Web site, with six proposals received. These five
