·      Alliant Techsystems (ATK), Mission Systems Group, Defense Electronics Systems Div., Woodland Hills, Calif., is being awarded a $50,067,115 firm-fixed-price contract for the Low Rate Initial Production (LRIP) II of the Advanced Anti-Radiation Guided Missile (AARGM).  This contract provides for the conversion of 37 government furnished AGM-88B High-Speed Anti-Radiation Missiles (HARM) into AGM-88E AARGM All-Up Round (AUR)/Captive Air Training (CATM) missile systems for the Navy (33) and the government of Italy (4), including related supplies and services.  Work will be performed in Woodland Hills, Calif. (75 percent); Rocket Center, W.V. (11 percent); Piacenza, La Spezia, Italy (6 percent); Rome, Italy (6 percent); Clearwater, Fla. (2 percent), and is expected to be completed in February 2012.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.302-1.  This contract combines purchases for the U.S. Navy ($38,173,005; 76 percent) and the Government of Italy ($11,894,110; 24 percent) under the Foreign Military Sales Program.  The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

 

·      Saab Training USA LLC, Orlando, Fla., is being awarded a maximum $39,076,075 firm-fixed-price, indefinite-delivery/indefinite-quantity contract to modernize U.S. Marine Corps range training systems with various types of automated and non-automated target equipment and simulators.  The contract includes a mix of systems and logistics engineering, design, development and systems integration as well as training, installation and delivery of the range training systems.  Work will be performed on various Marine Corps installations across the continental United States and overseas in Hawaii and Japan.  Individual delivery orders will be issued under the basic contract which will identify specific locations.  These locations and percentage of work being completed there won’t be available until the delivery orders are issued.  Work is expected to be completed August 2013.  Contract funds in the amount of $1,579,637 will expire at the end of the current fiscal year.  This contract was competitively procured with four offers received.  Marine Corps Systems Command, Quantico, Va., is the contracting activity.

 

·      The Boeing Co., St. Louis, Mo., is being awarded a $65,999,000 firm-fixed-price contract for the procurement of 32 Lot 85 Harpoon missile bodies (HMB) for the government of Taiwan; 4 Harpoon canister grade “B” missiles for the government of Canada; and associated spares and support.  In addition, this contract provides for the procurement of Harpoon missile spares for the governments of Canada, the Netherlands, Portugal, Japan, the United Kingdom, Israel, Pakistan, Turkey and Singapore, to include containers; Block II guidance section upgrade kits; wire bundle assemblies; and guidance control units.  Work will be performed in St. Charles, Mo. (55.3 percent); McKinney, Texas (10.7 percent); Toledo, Ohio (6.2 percent); Huntsville, Ala. (4.5 percent); Lititz, Pa. (3.7 percent); Middletown, Conn. (2.7 percent); Grove, Okla. (2.3 percent); Galena, Kan. (1.6 percent); Minneapolis, Minn. (1.5 percent); Motherwell, United Kingdom (1.2 percent); Elkton, Md. (1.1 percent); Kirkwood, Mo. (1 percent); Anniston, Ala. (0.8 percent); Clearwater, Fla. (0.7 percent); McAlester, Okla. (0.6 percent); Melbourne, Fla. (0.6 percent); and various locations in and outside the contiguous U.S. (5.5 percent).  Work is expected to be completed in June 2011.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  This contract combines purchases for the governments of Taiwan ($43,846,554; 66.4 percent), Canada ($10,145,802; 15.3 percent), Portugal ($7,622,318; 11.5 percent), the Netherlands ($3,207,254; 4.8 percent), Japan ($514,864; 0.8 percent), the United Kingdom ($263,986; 0.4 percent), Israel ($194,635; 0.3 percent), Pakistan ($169,360; 0.3 percent), Turkey ($31,643; 0.1 percent), and Singapore ($2,584; 0.1 percent) under the Foreign Military Sales program.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

 

·      Insitu, Inc., Bingen, Wash., is being awarded a $43,697,168 cost-plus-incentive-fee contract for the engineering, manufacture and development of the small tactical unmanned aircraft system/Tier II unmanned aircraft system III for the Marine Corps.  Work will be performed in Bingen, Wash. (46.7 percent), Hood River, Ore. (45.6 percent), and Melbourne, Fla. (7.7 percent).  Work is expected to be completed in September 2012.  Contract funds in the amount of $788,931 will expire at the end of the current fiscal year.  This contract was competitively procured via an electronic request for proposals, with four proposals received.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity.

 

·      Raytheon Space and Airborne Systems, Goleta, Calif., is being awarded a $23,935,331 performance-based logistics requirements contract for supply support for weapons replaceable assemblies used in support of the F/A-18 A/B/E/F aircraft.  Work will be performed in Goleta, Calif. (65 percent); Jacksonville, Fla. (20 percent); Tucson, Ariz. (5 percent); Forest, Miss. (5 percent); and El Segundo, Calif. (5 percent).  Work is expected to be completed by July 2011.  Contract funds will not expire before the end of the current fiscal year.  This contract was not competitively awarded.  The Naval Inventory Control Point, Mechanicsburg, Pa., is the contracting activity.

 

·      CAE USA, Inc., Tampa, Fla., was awarded a $10,643,648.00 contract to purchase seven C-5 avionics modernization program training devices and five reliability enhancement re-engining program training devices for the C-5 aircrew training system for the following users:  Air Material Command, Air National Guard, and Air Force Reserve Command.  At this time, $10,643,648.00 has been obligated.  GHMKA, Hill Air Force Base, Utah, is the contracting activity.

 

·      Northrop Grumman Space & Mission Systems Corp., Herndon, Va. (N65236-10-D-6844), and Science Applications International Corp., McLean, Va. (N65236-10-D-6845), are each being awarded an indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee performance-based multiple award contract for support services for Enhanced Tactical Automated Security System surveillance, detection and assessment equipment, site surveys, integration, installation and technical support.  Each contractor will be awarded $12,500 at the time of award.  The ceiling dollar value, including the base period and four option years for both contracts combined, if exercised, would bring the cumulative value of these contracts to an estimated $37,645,903.  Work will be performed in California (20 percent); North Carolina (20 percent); Japan (20 percent); Arizona (10 percent); South Carolina (10 percent); Florida (5 percent); Hawaii (5 percent); Virginia (5 percent); and the District of Columbia (5 percent).  Work is expected to be completed July 2011.  If all options are exercised, work could continue until July 2015.  The multiple award contracts were competitively procured by full and open competition via the Space and Naval Warfare Systems Center e-Commerce Central website, with two offers received.  The Space and Naval Warfare Systems Center Atlantic, Charleston, S.C., is the contracting activity.

 

·      Longbow, LLC, Orlando, Fla., was awarded on July 22 a $39,509,964 cost-plus-fixed-fee contract for the award of engineering services for the Hellfire and Longbow missile requirements.  Work is to be performed in Orlando, Fla. (50 percent); Baltimore, Md. (25 percent); United Arab Emirates (10 percent); and Taiwan (15 percent), with an estimated completion date of Sept. 30, 2012.  One bid was solicited with one bid received.  U.S. Army Aviation and Missile Command, AMSAM-AC-TM-H, Redstone Arsenal, Ala., is the contracting activity.

 

·      Sauer, Inc., Jacksonville, Fla., is being awarded a $15,350,000 firm-fixed-price task order #0006 under a previously awarded multiple award construction contract (N69450-05-D-0181) for renovation of Building 5345, a historic three-story administration facility at Barksdale Air Force Base.  The project scope includes structural upgrades, site improvements and anti-terrorism force protection.  Work will be performed in Shreveport, La., and is expected to be completed by February 2012.  Contract funds will expire at the end of the current fiscal year.  Five proposals were received for this task order.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity.

 

·      Anderson Drace, JV*, Gulfport, Miss., is being awarded a $14,380,420 firm-fixed-price contract which provides for the design and construction of a bachelor enlisted quarters for the Corry “A” School students training at Naval Air Station Pensacola.  The work to be performed provides 80 2-plus-2 modules for 320 Corry “A” School students training at the Center for Information Dominance.  The contract contains one unexercised option which, if exercised, would increase cumulative contract value to $14,391,620.  Work will be performed in Pensacola, Fla., and is expected to be completed by August 2012.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 34 proposals received.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity.

 

·      Honeywell International Inc., Clearwater, Fla., was awarded on July 16 a $23,500,000 indefinite/delivery-indefinite/quantity contract.  This contract is for Inertial Navigation Unit sole source to Honeywell International Inc.  Work is to be performed in Clearwater, Fla., with an estimated completion date of May 15, 2012.  One bid was solicited with one bid received.  U.S. Army TACOM Contracting Center, CCTA-AR-VB, Rock Island, Ill., is the contracting activity.

 

·      Primal Innovations LLC, Winter Springs, Fla., was awarded on July 20 a $5,278,888 firm-fixed-price contract.  This contract is for the geotechnical and structural laboratory are in contract with Primal Innovations for research and development and development efforts for persistent surveillance and near surface monitoring.  Work is to be performed in Winter Springs, Fla., with an estimated completion date of Jan. 5, 2011.  Bids were solicited via a Broad Agency Announcement with one bid received.  U.S. Army Corps of Engineers, ERDC Contracting Office, Vicksburg, Miss., is the contracting activity.

 

·      Bates Engineers/Contractors, Inc., Bainbridge, Ga., was awarded on July 19 a $5,023,576 firm-fixed-price contract.  This contract is to construct a new 1,400 square meter addition to tan existing simulator facility.  Construction will consist of structural steel, concrete masonry unit, exterior and a standing seam metal roof. Heating ventilation, air condition, fire detection suppression and access control/intrusion detection systems are required.  A bridge crane, emergency generator, unlimited power supply, furnishing all utilities and parking are included.  Construction phasing and leadership energy environmental design certification are required.  Unexercised options in the amount of $200,000 are available for future execution by the government.  Work is to be performed in Hulbert Field, Fla., with an estimated completion date of Nov. 18, 2011.  Bids were solicited via Federal Business Opportunity Web site with 27 bids received.  Corps of Engineers-Mobile Regional Contracting Center, Mobile, Ala., is the contracting activity.

 

·      L-3 Services, Inc., Mount Laurel, N.J., is being awarded a $22,621,166 modification to previously awarded contract (N61331-08-D-0007) for the procurement of engineering logistics and material support for Mine Roller In-Service program.  The contractor will provide all personnel, materials, equipment and services for the engineering and technical support required to provide logistics and material support.  Work will be performed in Panama City, Fla., and is expected to be completed by June 2011.  Contract funds in the amount of $2,000,000 will expire at the end of the current fiscal year.  The Naval Surface Warfare Center, Panama City Division, Panama City, Fla., is the contracting activity.

 

·      Tybrin Corp., Fort Walton Beach, Fla., was awarded an $11,446,277 contract modification which will add 70 man-years of software engineering support for guided weapons systems evaluations, simulations and other services supporting research and development for the principals and customers of the Air Armament Center.  At this time, the entire amount has been obligated.  AAC/PKET, Eglin Air Force Base, Fla., is the contracting activity.

 

·       J.J. Sosa & Associates, Inc.*, Tampa, Fla. (N69450-10-D-0783); Asset Group, Inc.*, Oklahoma City, Okla. (N69450-10-D-0784); Core Engineering & Construction, Inc.*, Winter Park, Fla. (N69450-10-D-0785); DC General, LLC*,  Hattiesburg, Miss. (N69450-10-D-0786); Environmental Management Resources, Inc.*, Lawrence, Kan. (N69450-10-D-0787); and Thrash Commercial Contractors, Inc.*, Brandon, Miss. (N69450-10-D-0788), are each being awarded an indefinite-delivery/indefinite-quantity multiple award design-build construction contract for projects at military installations along the Gulf Coast of the Louisiana, Mississippi, and Alabama region within the Naval Facilities Engineering Command Southeast’s area of responsibility.  The work to be performed provides for general building type projects - new construction, renovation, alteration and repair of facilities and infrastructure, roofing, demolition, and routine renovation - including, but not limited to:  aviation and aircraft facilities; maintenance facilities; barracks and personnel housing facilities; administrative facilities; warehouses and supply facilities; training facilities; personnel support and service facilities; security level facilities; community support facilities; and abatement and handling of hazardous/regulated materials, including and not limited to asbestos, lead paint, mold remediation, and polychlorinated biphenyls.  Projects may also require comprehensive incorporation of sustainable features.  The maximum dollar value, including the base period and four option years, for all six contracts combined is $100,000,000.  J. J. Sosa & Associates, Inc., is being awarded task order #0001 at $5,726,565 for the design and construction of a battalion maintenance facility and equipment yard at Construction Battalion Center Gulfport, Miss.  Work for this task order is expected to be completed by January 2012.  All work on this contract will be performed primarily in Louisiana (40 percent), Mississippi (30 percent), and Alabama (20 percent).  Work may also be performed within a range of 250 miles from Gulfport, Miss. (10 percent).  The term of the contract is not to exceed 60 months, with an expected completion date of July 2015.  Contract funds for task order #0001 will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online Web site, with 37 proposals received.  These six contractors may compete for task orders under the terms and conditions of the awarded contract.  The Naval Facilities Engineering Command Southeast, Jacksonville, Fla., is the contracting activity.

 

·      Atlantic Marine Mayport, LLC, Jacksonville, Fla., is being awarded a $12,631,440 firm-fixed-price contract to perform work onboard the USS Hue City (CG 66).  This contract is for drydock selected restricted availability to include drydock, ship alterations and topside maintenance repair work.  Extensive coordination is required for the drydock evolution in addition to the numerous systems onboard to be repaired.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $26,265,812.  Work will be performed in Jacksonville, Fla., and is expected to be completed by March 2011.  Contract funds will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online Web site, with two offers received.  The Southeast Regional Maintenance Center, Jacksonville, Fla., is the contracting activity.

 

·      Lockheed Martin Corp., Orlando, Fla., was awarded on July 13 a $95,964,520 firm-fixed-price contract.  This is for the definitized letter contract to procure Army/Marine Corps requirements for the fiscal 2009-2011 Javelin hardware program.  Work is to be performed in Tucson, Ariz. (50 percent), and Orlando, Fla. (50 percent), with an estimated completion date of Sept. 30, 2014.  One bid was solicited with one bid received.  U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity.

 

·      The Navy is awarding indefinite-delivery/indefinite-quantity multiple-award contracts to 556 contractors that will provide for their competition for service requirements solicited by Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command, Strategic Systems Programs, Office of Naval Research, and the Marine Corps.  The 22 functional service areas within the scope of the contracts include:  research and development support; engineering system engineering and process engineering support; modeling, simulation, stimulation, and analysis support; prototyping, pre-production, model-making, and fabric support; system design documentation and technical data support; software engineering, development, programming, and network support; reliability, maintainability, and availability support; human factors, performance, and usability engineering support; system safety engineering support; configuration management support; quality assurance support; information system development, information assurance and information technology support; ship inactivation and disposal support; interoperability, test and evaluation, trials support; measurement facilities, range, and instrumentation support; acquisition logistics support; supply and provisioning support; training support; in-service engineering, fleet introduction, installation and checkout support; program support; functional and administrative support; and public affairs and multimedia support.  These contracts are in addition to the existing 1,675 contracts previously awarded under the SeaPort Enhanced (SeaPort-e) acquisition program for services procurements. ·      Lockheed Martin Maritime Systems and Sensors, Manassas, Va., is being awarded a $97,172,882 cost-plus-incentive-fee modification to previously awarded contract (N00024-09-C-6247) to exercise an option for engineering service support of the AN/BVY-1 Integrated Submarine Imaging System (ISIS).  Services will include design, development, testing, reverse engineering, technology insertion/refreshment, engineering services, field engineering services, and system support.  The ISIS provides mission critical, all-weather, visual, and electronic search, digital image management, indication, warning, and platform architecture interface capabilities for attack submarine (nuclear propulsion) (SSN) - SSN688 (Los Angeles class); SSN 21 (Seawolf class); submersible, ship, guided, nuclear (SSGN Ohio class); and SSN 774 (Virginia class) submarines with potential for ship, submersible, ballistic, nuclear (SSBN) (Trident class) and potentially other submarines.  ISIS rolls-up existing components and near term capabilities, and provides a robust architecture for efficiently inserting future capabilities as they become available, including items leveraged from the SSN 774 (Virginia) class photonics program.  Work will be performed in Manassas, Va. (21 percent); Wake Forest, N.C. (20 percent); Fairfax, Va. (16 percent); Waterford, Conn. (14 percent); Northampton, Mass. (9 percent); Eagan, Minn. (6 percent); Virginia Beach, Va. (6 percent); Arlington, Va. (3 percent); Newport, R.I. (3 percent); and Riviera Beach, Fla. (2 percent).  Work is expected to be completed by July 2011.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

 

·      Science Applications International Corp., McLean, Va., is being awarded a $9,513,837 indefinite-delivery/indefinite-quantity contract with firm-fixed-price and/or firm-fixed-price level-of-effort task orders for information technology ashore operations support services for the Navy’s Military Sealift Command (MSC).  This contract includes options which, if exercised, would bring the cumulative value of this contract to $49,846,901.  At this time, $300,000 has been obligated.  Work will be performed primarily at MSC headquarters in Washington, D.C., and other sites in Norfolk, Va., Pensacola, Fla., and San Diego, Calif., as required.  Work is expected to be completed by July 31, 2011.  If all options are exercised, work could continue until July 31, 2015.  Contract funds will not expire at the end of the current fiscal year.   This contract was competitively procured via an unrestricted solicitation posted to the MSC, Navy Electronic Commerce Online and Federal Business Opportunities Web sites, with five offers received.  The Military Sealift Command, Washington, D.C., is the contracting activity.

 

·      Simplex Corp., Hallandale, Fla., was awarded an $11,774,400 contract which will lease four Mi-8/17 aircraft with the period of performance from Oct. 1, 2010 to Sept. 30, 2011.  At this time, $11,774,400 has been obligated.  HQ AFSOC/A7KQ, Hurlburt Field, Fla., is the contracting activity.

 

·      Universal Understanding, LLC, Jacksonville, Fla., was awarded a $7,059,740 contract modification which will provide technical support of all Cisco equipment installed within the Air Force’s central network.  At this time, $7,059,740 has been obligated.  20 CONS/LGCAA, Shaw Air Force Base, S.C., is the contracting activity.

 

·      General Dynamics Armament and Technical Products, Burlington, Vt., was awarded on July 8 a $48,215,074 firm-fixed-price contract.  This contract is for 12,180 Bradley reactive armor skirt tiles and 435 installation kits for the Bradley fighting vehicle system.  Work is to be performed in Haifa, Israel (47.4); Burlington, Vt. (23.2 percent); Niceville, Fla. (6.4 percent); Garland, Texas (6.3 percent); Lyndonville, Vt. (6 percent); Stone County, Miss. (3.6 percent); Saugerties, N.Y. (3.1 percent); College Park, Ga. (1.6 percent); Stoughton, Mass. (1 percent); Aberdeen, Md. (0.3 percent); St. Paul, Minn. (0.3 percent); Warrendale, Pa. (0.2 percent); Williamston, S.C. ·      Northrop Grumman Systems Corp., Integrated Systems - Eastern Region, Bethpage, N.Y., is being awarded a $41,976,091 cost-plus-fixed-fee contract for technology maturation efforts in support of the next-generation jammer, which will replace the ALQ-99 tactical jamming system.  Technology maturation efforts include research in support of future development of airborne electronic attack capability from a tactical-size airborne stand-off/mod-escort platform.  Specifically, the contractor will mature and provide a concept demonstrator (CD) design and mature critical technology elements required to support CD design.  Work will be performed in Linthicum, Md. (60 percent); Bethpage, N.Y. (34 percent); Rockledge, Fla. (5 percent); and Mojave, Calif. (1 percent).  Work is expected to be completed in April 2012.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via Broad Agency Announcement, with four proposals received.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

 

·      BAE Systems, Information and Electronic Systems Integration, Inc., Nashua, N.H., is being awarded a $41,748,137 cost-plus-fixed-fee contract for technology maturation efforts in support of the next-generation jammer, which will replace the ALQ-99 tactical jamming system.  Technology maturation efforts include research in support of future development of airborne electronic attack capability from a tactical-size airborne stand-off/mod-escort platform.  Specifically, the contractor will mature and provide a concept demonstrator (CD) design and mature critical technology elements required to support CD design.  Work will be performed in Nashua, N.H. (32 percent); Cincinnati, Ohio (27 percent); Lansdale, Pa. (25 percent); and Melbourne, Fla. (16 percent).  Work is expected to be completed in April 2012.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via Broad Agency Announcement, with four proposals received.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

 

·      Raydon Corp., Daytona Beach, Fla., was awarded on July 9 a $36,355,550 firm-fixed-price contract.  This contract is for 11 Mine Resistant Ambush Protected Vehicle virtual trainers for the Army National Guard.  Work is to be performed in Daytona Beach, Fla., with an estimated completion date of Nov. 30, 2011.  Over 50 bids were solicited with one bid received.  National Guard Bureau, ZC-AQ, Arlington, Va., is the contracting activity.

 

·      Boeing Co., Fort Walton Beach, Fla., was awarded a $7,000,000 contract which will support the 40mm gun requirement for the AC-130 Plus Four program.  At this time, $1,173,207 has been obligated.  782 CBSG/GBKAA, Robins Air Force Base, Ga., is the contracting activity.

 

·      BAE Systems Technology Solutions & Services, Inc., Rockville, Md., is being awarded a $30,910,129 modification to a previously awarded cost-plus-fixed-fee contract (N00421-09-C-0102) to exercise an option for technical services and supplies for the rapid design; development; customization; manufacturing; fabrication; integration; test and evaluation; installation; certification; maintenance and upgrade; logistics and life cycle support of new and/or existing communication-electronic platform; and equipment, systems and subsystems in support of the Naval Air Warfare Center Aircraft Division’s Special Communications Requirements Division.  The estimated level of effort for this option is 359,000 man-hours.  Work will be performed in California, Md. (60 percent); Chesapeake, Va. (10 percent); San Diego, Calif. (10 percent); Spring Lake, N.C. (10 percent); and Fort Walton Beach, Fla. (10 percent).  Work is expected to be completed in July 2011.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Saint Inigoes, Md., is the contracting activity.

 

·      Gulf Coast Architectural Group, Inc., Pensacola, Fla., was awarded a $47,500,000 contract which will provide architectural and engineering services in support of the Air Force Reserve Command mission. ·      Bowhead Systems Management, Inc.*, Alexandria, Va. (N61339-10-D-2001); Engineering Support Personnel, Inc.*, Orlando, Fla. (N61339-10-D-2002); FTSS, JV*, Frankfort, Ill. (N61339-10-D-2003); ProActive Technologies, LLC*, Orlando, Fla. (N61339-10-D-2004); and T.J. Drafting and Design, Inc.*, Christmas, Fla. (N61339-10-D-2005), are each being awarded indefinite-delivery/indefinite-quantity multiple-award contracts for fielded training systems support services in support of over 900 training simulators for the Navy, and non-Navy and Foreign Military Sales customers.  Services to be provided include contractor operation and maintenance; contract instruction; training device modifications; training device relocations; training system management; in-service engineering office support; spares/product support; and other related trainer support services.  The aggregate not-to-exceed amount for these multiple award contracts is $80,000,000, and the companies will have the opportunity to bid on each individual task order.  Work will be performed in various locations inside and outside the U.S.  Work performed under these contracts is expected to be completed in July 2015.  Contract funds in the amount of $141,918 will expire at the end of the current fiscal year.  These contracts were solicited via a multiple award electronic request for proposals as a 100 percent small business set-aside, with eight offers were received.  The Naval Air Warfare Center Training Systems Division, Orlando, Fla., is the contracting activity.

 

·      Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded an advance acquisition contract with an estimated value of $522,200,000 to provide for long-lead efforts and materials associated with the production and delivery of 42 low-rate initial production Lot V F-35 Joint Strike Fighter aircraft.  This contract provides for 22 conventional take off and landing aircraft for the Air Force; 13 short take off and vertical landing aircraft for the Marine Corps; and seven carrier variant aircraft for the Navy.  Work will be performed in Fort Worth, Texas (35 percent); El Segundo, Calif. (25 percent); Warton, United Kingdom (20 percent); Orlando, Fla. (10 percent); Nashua, N.H. (5 percent); and Baltimore, Md. (5 percent).  Work is expected to be completed in May 2011.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  This contract combines purchases for the Navy ($329,100,000; 63 percent) and Air Force ($193,100,000; 37 percent).  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

 

·      Clark Construction Group, LLC, Tampa, Fla., was awarded on July 1 a $7,225,000 firm-fixed-price contract.  This contract is to exercise award of bid options four and eight under contract for a new four-story, 257,000 square foot building.  The building will have sensitive compartmented information facility areas throughout.  The facility will utilize pile and reinforced concrete foundations; steel frame with insulated pre-cast concrete panels; metal decking; standing seam metal roof; raised access flooring throughout; laminated force protection glass; elevators; underground utilities; parking; landscaping; exterior walkways; paving; large entrance plaza; security fencing; backup generator power; infrastructure; and audio visual infrastructure.  Work is to be performed at MacDill Air Force Base, Fla., with an estimated completion date of June 24, 2013.  Bids were solicited via the Federal Business Opportunities Web site with 16 bids received.  Corps of Engineers-Mobile Regional Contracting Center, Mobile, Ala., is the contracting activity.

 

·      United Technologies Corp., Hartford, Conn., was awarded on June 28 a $33,866,773 cost-plus-fixed-fee contract. The contactor shall perform the Vulcan Program, Phase II, to further develop constant volume combustion (CVC) technology and culminate in a full scale demonstration of a Vulcan engine - CVC module and power turbine engine - that addresses near-term Department of Defense transition needs with the potential to significantly impact multiple defense and commercial applications.  Specifically, Phase II will focus on naval ship-based power generation applications with CVC and an end-to-end demonstration for production turbine with an integrated CVC module.  Work is to be performed in East Hartford, Conn. ·      Kitware, Inc., Clifton Park, N.J., was awarded on June 30 a $13,883,313 cost-plus-fixed-fee contract.  The purpose of the Defense Advanced Research Projects Agency’s Persistent Stare Exploitation and Analysis program is to build a revolutionary wide area motion imagery (WAMI) analysis workstation called the Persistent Motion Imagery Analysis Tool for Exploitation (PerMIATE).  PerMIATE will leverage the most promising technologies in computer vision, machine learning, artificial intelligence, and data visualization in an integrated system that will discover and analyze high-value intelligence content embedded in massive amount of WAMI data, both online and forensically.  The most critical information will be clearly and intuitively presented to the video analyst for validation or refutation through deep exploration of the underlying evidence, resulting in substantial reductions in analyst workload as well as increasing the quality and accuracy of intelligence yield.  Work is to be performed in Clifton Park, N.Y. ·      General Dynamics Ordnance and Tactical Systems, Inc., St. Petersburg, Fla., was awarded on June 30 an $11,027,351 basic order agreement with firm-fixed-price delivery orders.  This award is made under the terms of the existing basic ordering agreement for the small caliber ammunition second source prime contractor for the production of 5.56mm ammunition used in M4 carbines, M16A2 rifles, and M249 light machine guns; 7.6mm ammunition used in M240 series machine guns; and Caliber .50 small arms ammunition used in M2 and other heavy machine guns.  Work is to be performed in Saint Petersburg, Fla., with an estimated completion date of Oct. 27, 2011.  Bids were solicited on the World Wide Web with two bids received.  U.S. Army Field Support Command, Rock Island, Ill., is the contracting activity.

 

·      DRS Sonar Systems, LLC, Gaithersburg, Md., is being awarded a $9,677,410 firm-fixed-price contract for development and fielding of a high search rate tactical anti-submarine warfare capability in the form of a variable depth sonar (VDS) for installation on the littoral combat ship.  The VDS system is a multi-faceted engineered system that is composed of a rugged specialized handling system with an additional specialized articulating arm and capture mechanism, for a size of a small car weight/volume towed body; a variable depth sonar that can survive high sea states, work in deep water at combatant flank speeds, and generate high underwater source code level to detect submerged submarines.  A major component of the VDS system is the towed active subsystem which consists of a hydro-dynamically stable tow body, tow cable, handling and stowage equipment and acoustic transmit assemblies.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $12,711,816.  Work will be performed in Gaithersburg, Md. (10 percent); Panama City, Fla. (20 percent); and Stockport, United Kingdom (70 percent), and is expected to be completed by September 2011.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured with unlimited proposals solicited and three offers received.  The Naval Undersea Warfare Center Division, Newport, R.I., is the contracting activity.
