·   United Launch Services, Littleton, Colo., was awarded a $6,502,811 contract which will provide new capabilities, tools, or resources required to increase the Evolved Expendable Launch Vehicle launch rate (with launch sites in Florida and California). At this time, the entire amount has been obligated. SMC/LR, El Segundo, Calif., is the contracting authority.

 

·   Raytheon Co., Tucson, Ariz., is being awarded a $204,000,000 not-to-exceed contract for MK15 Phalanx Close-in Weapon System (CIWS) upgrades and conversions, system overhauls, and associated hardware. Phalanx CIWS is a fast-reaction terminal defense against low- and high-flying, high-speed maneuvering anti-ship missile threats that have penetrated all other defenses. Work will be performed in Louisville, Ky. (30 percent); Andover, Mass. (19 percent); Tucson, Ariz. (16 percent); Syracuse, N.Y. (7 percent); Long Beach, Calif. (6 percent); Radford, Va. (6 percent); Burlington, Vt. (6 percent); Palm Bay, Fla. (2 percent); Pittsburgh, Pa. (2 percent); Bloomington, Minn. (2 percent); Salt Lake City, Utah (2 percent); Norcross, Ga. (1 percent ); and New Albany, Ind. (1 percent). Work is expected to be completed by September 2014. Contract funds in the amount of $51,274,626 will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Washington Navy Yard, D.C., is the contracting activity.

 

·   Bell-Boeing Joint Project Office, Amarillo, Texas, is being awarded a $55,151,902 modification to a previously awarded cost-plus-fixed-fee contract (N00019-08-C-0025) for non-recurring efforts associated with Increment III of the CV-22 aircraft Block 20 upgrade program. Efforts to be provided include concept definition, non-recurring engineering, drawings, and installation/integration of brake performance enhancements and the helmet mounted display upgrade. Work will be performed in Philadelphia, Pa. (91 percent); Fort Worth, Texas (5 percent); and Fort Walton Beach, Fla. (4 percent), and is expected to be completed in December 2015. Contract funds in the amount of $6,495,000 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

 

·   Computer Sciences Corp., Falls Church, Va., is being awarded a $31,547,535 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for information technology support services to sustain the Naval Education Technology and Professional Development Training Command, Pensacola, Fla.; Naval Education and Training Command; and Manpower, Personnel, Training and Education Command. This contract includes four option terms which, if exercised, bring the total estimated value of the contract to $220,842,902. Work will be performed in Pensacola, Fla. (57 percent); Great Lakes, Ill. (10 percent); Norfolk, Va. (8 percent); and various locations inside and outside the continental United States (25 percent). Work is expected to be completed by March 2011. Contract funds will not expire before the end of the fiscal year. This contract was competitively awarded through the Electronic Commerce Online Web site, with eight offers received. The Fleet and Industrial Supply Center Norfolk, Philadelphia Division, Philadelphia, Pa., is the contracting activity.

 

·   The Research Foundation of the State University of New York (SUNY), Albany, N.Y., is being awarded a $6,814,557 cost-no-fee-contract under a Defense Advanced Research Projects Agency Broad Agency Announcement No. BAA 09-27 “Reorganization and Plasticity to Accelerate Injury Recovery.” This work is expected to result in new methods for analysis and decoding of neural signals in order to understand how neural-based sensory stimulation could be applied to accelerate recovery from brain injury. This work will develop models of neural codes and temporal patterns that can provide an ability to interpret and predict changes in neural organization through plasticity at multiple scales of measurement.  This two-year contract includes a two-year option period which, if exercised, would bring the potential value of this contract to $12,877,705.  Work will be performed at SUNY in Brooklyn, New York; the University of Florida, Gainesville, Fla.; the University of California, Berkeley, Calif.; Johns Hopkins Medicine, Baltimore, Maryland; and NIRX Medical Technologies, Glen Head, N.Y., and work is expected to be completed March 30, 2012.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via publication on the Federal Business Opportunities Web site, with five offers received. The Space and Naval Warfare Systems Center Pacific, San Diego, is the contracting activity.

 

·   TEC-AECOM, JV, Charlottesville, Va., was awarded a maximum amount $40,000,000 indefinite-delivery/indefinite-quantity contract on March 29 for environmental planning and engineering services for National Environmental Policy Act (NEPA) and Executive Order (EO) 12114, “Environmental Effects Abroad of Major Federal Actions - Ship Homeporting Issues,” at various Navy and Marine Corps facilities and other government facilities worldwide. The work to be performed provides for the preparation of various documents to support the proposed infrastructure-related actions with respect to ship homeporting issues. The preponderance of documents to be prepared under this contract are NEPA documents including the following: categorical exclusions, environmental assessments, and environmental impact statements, as well as environmental reviews and environmental studies under EO 12114. Examples of tasking may also include homeporting of ships, new construction, renovation, base realignment and closure actions, proposed operational actions, and demolitions. Work will predominantly be performed in Virginia (20 percent), Florida (20 percent), California (20 percent), and Washington (20 percent). Work may also be performed within the Naval Facilities Engineering Command Atlantic area of responsibility and the adjacent waters of the Atlantic and Pacific Oceans, including the continental United States, the Caribbean, Europe, and North Africa (20 percent). Tasks associated with this contract may be assigned anywhere in the world. The term of the contract is not to exceed 60 months, with an expected completion date of March 2015. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online Web site, with five proposals received. ·   L-3 Communications Vertex Aerospace, LLC, Madison, Miss., is receiving a firm-fixed-price modification of $6,260,514 for exercise of option periods one and two, providing an additional six months of lease services of four helicopters for pilot training in support of U.S. Special Operations Command, Air Force Special Operations Command, beginning on April 1, 2010, and ending Sept. 30, 2010. Work will be performed at Hurlburt Field, Fla.

 

·   Lockheed Martin Space Systems Co., Sunnyvale, Calif., is being awarded a $17,709,161 cost-plus-fixed fee contract for a follow-on contract for the United Kingdom technical services in support of the TRIDENT Strategic Weapons System. Work will be performed in Sunnyvale, Calif. (70.69 percent); Cape Canaveral, Fla. (12.54 percent); St. Marys, Ga. (2.58 percent); Bremerton, Wash. (0.81 percent); and other locations inside and outside the United States (13.38 percent). Work is expected to be completed March 31, 2011. ·   WRS Infrastructure & Environment, Inc., Tampa, Fla., was awarded on Mar. 22 a $30,224,400 firm-fixed-price contract for the construction of westbank and vicinity, New Orleans, Louisiana hurricane storm damage risk reduction systems Lake Cataouatche, western tie-in WBV 72: east-west levee St. Charles Parish.  Work is to be performed in St. Charles Parish, La., with an estimated completion date of Aug. 13, 2011.  Bids were solicited on the World Wide Web with four bids received. U.S. Army Corps of Engineers, New Orleans District, New Orleans, La., is the contracting activity.

 

·   X5, LLC, Fort Walton Beach, Fla., was awarded on March 25 an $18,000,000 indefinite-delivery/indefinite-quantity firm-fixed-price contract.  This contract is for research and development, science & engineering and related logistical and administrative support services for all engineering reach and development center laboratories and other local Corps entities.  Work is to be performed in with an estimated completion date of March 31, 2014.  Bids were solicited via the Federal Business Opportunities Web site with four bids received. U.S. Army Corps of Engineers, ERDC Contracting Office, Vicksburg, Miss., is the contracting activity.

 

·   Hellfire Systems, LLC, Orlando, Fla., was awarded on March 24 a $268,750,936 firm-fixed-price contract for fiscal 2010 option exercise for a total quantity of 3,955 HELLFIRE II missiles.  Work is to be performed in Orlando, Fla., with an estimated completion date of Sept. 30, 2013.  One bid was solicited with one bid received. U.S. Army Contracting Command, AMCOM Contracting Center Redstone Arsenal, Ala., is the contracting activity.

 

·   Teledyne Scientific and Imaging, LLC, West Palm Beach, Fla., was awarded on March 19  a $6,763,839 cost-plus-fixed-fee contract for a Defense Advanced Research Projects Agency program that will revolutionize the underlying technologies for unmanned sensor systems.  This effort seeks to emulate the mammalian visual pathway by implementing advanced models and algorithmic emulations of the entire visual pathway from retina to the visual cortex.  Work is to be performed in West Palm Beach, Fla. (35.8 percent); LaJolla, Calif. (13.2 percent); Berkeley, Calif. (11.5 percent); Berkeley, Calif. (10.2 percent); Cambridge, Mass. (12.1 percent); Santa Clara, Calif. (7.4 percent); Stanford, Calif. (2.9 percent); and Bedford, Mass. (6.9 percent), with an estimated completion date of Sept. 18, 2011.  Bids were solicited on the World Wide Web with 14 bids received. Defense Advanced Research Projects Agency, Arlington, Va., is the contracting activity.

 

·   ERAPSCO, Inc., Columbia City, Ind., is being awarded a $59,993,918 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for 7,096 AN/SSQ-36B sonobuoys; 48,749 AN/SSQ-53F sonobuoys; and 14,449 AN/SSQ-62E sonobuoys in support of Navy antisubmarine forces for the mission of detection, classification, and localization of adversary submarines during peacetime and combat operations. Work will be performed in DeLeon Springs, Fla. (52 percent), and Columbia City, Ind. (48 percent), and is expected to be completed in March 2012. Contract funds in the amount of $192,293 will expire at the end of the current fiscal year. This contract was competitively procured by a limited source Lowest Price Technically Acceptable competition with three firms solicited and one offer received. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.

 

·   Suffolk Construction, Sarasota, Fla., is being awarded a $19,231,000 firm-fixed-price contract for design and construction of a physical fitness center at Marine Corps Base, Camp Lejeune. The work provides for design and construction of a Leadership in Energy and Environmental Design (LEED) “Gold” certified physical fitness center. Facility will be constructed as a destructive weather shelter for extreme wind events. The facility includes: indoor swimming pool, indoor running track, gymnasium with basketball/volleyball court and spectator seating, racquetball courts, unit physical training/group exercise room, aerobic/exercise area, a cardiovascular training area and a weight training/body development area. Space shall be provided for equipment storage/gear issue area, administrating area including private staff offices, a fitness assessment room, and a laundry facility, vending area, separate men/women/family locker area with showers, toilets and sauna. The contract also contains two unexercised options, which if exercised would increase cumulative contract value to $20,777,000. Work will be performed in Jacksonville, N.C., and is expected to be completed by April 2012. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with 38 proposals received. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity.

 

·   Raytheon Co., Marlborough, Mass., is being awarded a $28,144,958 firm-fixed-price modification to a previously awarded contract (N00039-08-C-0115) for eight Submarine High Data Rate Antenna Systems.   Work will be performed in Marlborough, Mass. (69 percent) and St. Petersburg, Fla. (31 percent), and is expected to be completed by December 2010.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured because Raytheon developed the submarine antenna under contract N00039-04-D-0033, which was competitively awarded Oct. 23, 1996.  The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity.

 

·   Lockheed Martin Corp., Lockheed Martin Space Systems Co., Sunnyvale, Calif., is being awarded a $24,147,757 modification under previously awarded contract (N00030-07-C-0100) for the Trident II (D5) life extension commonality parts procurement.  This effort is to provide procurement and testing of commonality parts necessary for the Trident II (D5) life extension program.  The total contract value after award of this effort will be $1,159,319,749.  Work will be performed in Bloomington, Minn. (93.24 percent); Sunnyvale, Calif. (4.15 percent); Fairview, N.C. (2.46 percent); Marionville, Mo. (0.10 percent); and Clearwater, Fla. (0.05 percent), and work is expected to be completed May 31, 2012.  Contract funds in the amount of $11,000,000 will expire at the end of the current fiscal year.  Strategic Systems Program, Arlington, Va., is the contracting activity. 

 

·   General Dynamics – Ordnance and Tactical Systems, St. Petersburg, Fla., is being awarded $19,961,049 for delivery order under previously awarded firm-fixed-price contract (M67854-05-D-6014) for the Production Lot 3 (PL3) procurement of 20 full rate production Expeditionary Fire Support Systems (EFSS) together with their corresponding basic issue item kits, additional authorization list hardware. The EFSS provides all-weather, ground-based, close supporting, accurate, immediately responsive, and lethal indirect fires.  The EFSS is defined as a launcher, mobility platform (prime mover), ammunition (not included in this order), ammunition supply vehicle, and technical fire direction equipment necessary for orienting the weapon on to an azimuth of fire and accurately computing firing data.  Work will be performed in St. Aubin, France (63 percent), Robbins, N.C. (20 percent), and Forest, Va. (17 percent), and work is expected to be completed by April 22, 2012.  Contract funds will not expire at the end of the current fiscal year.  The basic contract was competitively procured.  The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

 

·   Ecology and Environment, Inc., Lancaster, N.Y., is being awarded a maximum amount $10,000,000 indefinite-delivery/indefinite-quantity contract for design and/or engineering services for base development planning and engineering services for Air Installations Compatible Use Zones (AICUZ), Range Air Installations Compatible Use Zones (RAICUZ) and other encroachment-related studies at various Navy and Marine Corps facilities and other government facilities worldwide.  The preponderance of documents to be prepared under this contract are AICUZ documents including the following:  detailed analysis of aircraft noise, accident potential, land use compatibility, operations alternatives, and potential solutions to both existing and potential incompatible land use problems.  RAICUZ documents include the following: quantify range compatibility zones, aircraft noise zones and blast noise zones, develop strategies for lands affected by potential weapon impacts or noise impacts, and develop a strategy to promote compatible development on land within these areas.  Work will predominantly be performed in Md. (25 percent), Va. (20 percent), N.C (20 percent), Florida. (20 percent) and Calif., (10 percent).  Work may also be performed within the Naval Facilities Engineering Command, Atlantic area of responsibility and the adjacent waters of the Atlantic and Pacific Oceans, including the Continental United States, the Caribbean, Europe and North Africa (5 percent).  However, tasks associated with this contract may be assigned anywhere in the world.  The term of the contract is not to exceed 60 months, with an expected completion date of Mar. 2015.  Contract funds will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website with nine proposals received.  The Naval Facilities Engineering Command, Atlantic, Norfolk, Va., is the contracting activity.

 

·   Parsons Infrastructure and Technology Group, Inc., Pasadena, Calif. (N62470-10-D-2019) and HDR Engineering, Inc., Colorado Springs, Colo. (N62470-10-D-2020), are each being awarded a multiple award indefinite-delivery/indefinite-quantity contract for planning and engineering services at various Navy and Marine Corps facilities and other government facilities worldwide.  The maximum dollar value, including the base period and four option years, of the two contracts combined is $60,000,000.  This effort provides for preparation of plans, project planning documents, cost estimates, planning studies, visioning and scenario workshops/planning, geo-spatial information and service, and preparation of Navy and Marine Corps planning and engineering services for projects.  The preponderance of documents to be prepared under this contract includes but is not limited to the following:  global shore infrastructure plans, base development plans, activity master plans, regional shore infrastructure plans, regional Integration plans, maintenance and sustainment plans, integrated logistics plans, encroachment action plans, family housing and bachelor quarters comprehensive neighborhood plans, activity overview plans, project planning documentation, asset evaluations, basic facilities requirements documentation, facilities planning documents.  Work will performed in N.C. (24 percent), Florida. (16 percent), Va. (13 percent), Conn. (8 percent), Md. (6 percent), Ariz. (6 percent), Ga. (5 percent), R.I. (4 percent), Maine (3 percent), N.J. (3 percent), W.V. ·   Clark-Nexsen/CH2M Hill, San Diego, Calif., is being awarded a maximum amount $10,000,000 indefinite-delivery/indefinite-quantity contract for geographic information systems, professional surveying, mapping and engineering services and support at various Navy and Marine Corps facilities and other government facilities worldwide.  Work will predominantly be performed in Calif. (25 percent), Wash. (15 percent), Florida. (15 percent), Va. ·   Lockheed Martin Corp., Simulation, Training and Support, Orlando, Fla., is being awarded an $83,305,442 cost-plus-incentive-fee contract to design, develop, fabricate, integrate, and test the electronic Consolidated Automated Support System. In addition, this provides for the procurement of 14 engineering development models during the system design and development phase of the contract. Work will be performed in Orlando, Fla. (61 percent); Hunt Valley, Md. (26 percent); North Reading, Mass.(12 percent); and Reston, Va. (1 percent), and is expected to be completed in March 2015. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via an electronic request for proposals; three offers were received. The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity.

 

·   Raytheon Network Centric Systems, St. Petersburg, Fla., is being awarded a $13,680,670 modification to previously awarded contract (N00024-08-C-5202) for the design agent and engineering services for the cooperative engagement capability (CEC) system. This contract combines purchases for the Navy (97 percent) and the government of the United Kingdom (3 percent) under the Foreign Military Sales program. Work will be performed in Largo, Fla. (80 percent); St. Petersburg, Fla. (19 percent); and Dallas, Texas (1 percent), and is expected to be completed by September 2011. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

 

·   Cardinal Health, Inc., Dublin, Ohio, is being awarded a maximum $150,000,000 firm-fixed-price, indefinite-quantity, prime vendor contract for pharmaceutical items for the U.S. Naval fleet, USNS Mercy, and USNS Comfort. Other locations of performance are Massachusetts, North Carolina, Texas, Florida, Washington, New Jersey and California. Using service is the Department of Defense. The original proposal was solicited on the Federal Business Opportunities Web site with two responses. Contract funds will not expire at the end of the current fiscal year. The date of performance completion is Feb. 28, 2012. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity.

 

·   World Fuel Services, Inc., dba World Fuel Services of FL, Miami, Fla., is being awarded a maximum $9,606,443 fixed-price with economic price adjustment contract for fuel. Other locations of performance are in Hawaii. Using services are Army, Navy and Air Force. There were originally two proposals solicited with two responses.  Contract funds will not expire at the end of the current fiscal year. The date of performance completion is March 31, 2014. The Defense Energy Support Center (DESC), Fort Belvoir, Va., is the contracting activity.

 

·   Elite CNC Machining, Largo, Fla., was awarded on March 12, 2010, a $20,038,550 firm-fixed-price contract for the procurement of 1,628,827 M918 projectile assemblies in support of the M918 target practice cartridge.  Work is to be performed in Largo, Fla., with an estimated completion date of Sept. 30, 2013. Bids were solicited on the World Wide Web with two bids received. Army Contracting Command, CCRC-AL, Rock Island, Ill., is the contracting activity.

 

·   Lockheed Martin Missiles and Fire Control, Orlando, Fla., was awarded a $41,898,184 contract which will provide for the purchase and contractor logistic support of sniper advanced targeting pods to support a foreign military sale customer, Saudi Arabia. At this time, $20,949,092 has been obligated.  448 PKHCB, Robins Air Force Base, Ga., is the contracting activity.

 

·   Raytheon Co., Integrated Defense Systems, San Diego, is being awarded a $7,500,000 modification to previously awarded contract (N00024-08-C-5122) for the exercise of FY 10 options for performing as the platform system engineering agent for the Ship Self Defense System (SSDS).  In the course of this effort, Raytheon will be responsible for the integration of complex war-fighting improvement - including components associated with the dual-band radar and Rolling Airframe Missile Block 2 - into the modular SSDS.  SSDS is a combat system that intends to integrate and coordinate all of the existing sensors and weapons systems aboard a ship.  Raytheon will integrate, test, and provide certification support for the government-furnished equipment/information required for the CVN/amphibious ship combat system.  Work will be performed in San Diego (90 percent); Tewksbury, Mass. (2.5 percent); Portsmouth, R.I. (2.5 percent); St. Petersburg, Fla. (2.5 percent); and Tucson, Ariz. (2.5 percent).  Work is expected to be completed by September 2010.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

 

·   Kaman Precision Products, Inc., Orlando, Fla., was awarded a $46,253,422.83 contract modification which will provide a quantity of 12,994 joint programmable fuze systems.  At this time, entire amount has been obligated.  679 ARSS, Eglin Air Force Base, Fla., is the contracting activity.

 

·   LPI Technical Services, Chesapeake, Va., is being awarded a $84,140,685 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to furnish repair, maintenance, modernization, logistical, and technical support services for material handling equipment (yellow gear) and hull, mechanical, and electric machinery and systems in order to ensure continued ship operation and performance. Work will be performed in Norfolk, Va. (25 percent); Chesapeake, Va. (15 percent); Mayport, Fla. (15 percent); Bremerton, Wash. (10 percent); San Diego (5 percent); Philadelphia (5 percent); Ingleside, Texas (5 percent); Naples, Italy (5 percent); Earle, N.J. (5 percent); Pascagoula, Miss. (5 percent); and Virginia Beach, Va. (5 percent). Work is expected to be completed by March 2015. Contract funds will not expire at the end of the fiscal year. ·   BAE Systems Technology Solutions & Services, Inc., Rockville, Md., is being awarded a $23,237,133 modification to a previously awarded cost-plus-fixed-fee term, level of effort contract (N00421-06-C-0085) to exercise an option for maintenance, logistics, and life cycle services in support of communication-electronic equipment/systems and subsystems for various Navy, Army, Air Force, special operations forces and other federal agencies. ·   RiverHawk Fast Sea Frames, LLC, Tampa, Fla., is being awarded a $70,140,000 firm-fixed-price letter contract for the detail, design, and construction of two offshore support vessels and associated equipment and services for the Iraqi Navy. This contract involves Foreign Military Sales to Iraq. Work will be performed in Houma, La., and is expected to be completed by December 2011.  Contract funds in the amount of $47.6 million will expire at the end of the current fiscal year. This contract was not competitively procured based on the terms of a Foreign Military Sales case which the Government of Iraq specified RiverHawk Fast Sea Frames, LLC, as the source for this effort. ·   ERAPSCO, Columbia City, Ind., is being awarded a $34,043,325 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for 7,500 AN/SSQ-101A sonobuoys in support of Navy antisubmarine forces for the mission of detection, classification, and localization of adversary submarines during peacetime and combat operations. ·   Raytheon Network Centric Systems, St. Petersburg, Fla., is being awarded a $25,493,949 modification to previously awarded contract (N00024-08-C-5203) for Cooperative Engagement Capability (CEC) system production. CEC is a sensor netting system that significantly improves battle force anti-air warfare capability by extracting and distributing sensor-derived information and making the data available to all participating CEC units.
