·   Lockheed Martin Corp., Orlando, Fla., was awarded a $5,986,457 contract which will sustain systems engineering support for the production and fielded systems of the Joint Air-to-Surface Standoff Missile and the Joint Air-to-Surface Standoff Missile Extended Range.  At this time, $4,905,990 has been obligated.  308 ARSG/PK, Eglin Air Force Base, Fla., is the contacting activity.

 

·   L-3 Communications Corp., Arlington, Texas, is being awarded a $10,686,851 firm-fixed-price modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-04-D-0110) for additional logistics support services for the Navy’s C-40A aircraft fleet.  Services to be provided include site activation; site support at Naval Air Station (NAS) Fort Worth Joint Reserve Base, Fort Worth, Texas, NAS Jacksonville, Fla., and NAS North Island, Calif.; inventory management and support, to include tracking and control of government- and contractor-owned inventory; depot-level support, scheduled and unscheduled; drop-in maintenance; component repair and overhaul of government- and contractor-owned inventory; replacement of government- and contractor-owned inventory; contractor field teams; and engine condition monitoring.  Work will be performed in Fort Worth, Texas (22 percent); NAS Jacksonville, Fla. (22 percent); NAS North Island, Calif. (22 percent); Oklahoma City, Okla. (20 percent); Arlington, Texas (8 percent); and Tulsa, Okla. (6 percent).  Work is expected to be completed in November 2010.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

 

·   L-3 Communications Vertex Aerospace, LLC, Madison, Miss., is being awarded an $18,074,568 modification to a previously awarded indefinite-delivery requirements contract (N00019-04-D-0131) to provide for additional logistics services and materials for organizational, intermediate and depot-level maintenance of 13 T39N and 6 T-39G aircraft located at the Naval Air Station (NAS), Pensacola, Fla.  In addition, this modification provides for aircraft intermediate maintenance services in support of Chief of Naval Air Training aircraft and transient aircraft at NAS Pensacola, Fla., and NAS Corpus Christi, Texas.  The estimated level of effort for this modification is 72,657 man-hours.  Work will be performed in Pensacola, Fla. (75 percent), and Corpus Christi, Texas (25 percent), and is expected to be completed in September 2010.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

 

·   ITT Corp., Systems Division, Patrick Air Force Base, Fla., was awarded a $7,642,042 contract which will provide integration services to support the launch and range systems wing spacelift range systems contract to install additional hardware to an existing string of telemetry equipment at the Oak Mountain B Site at the Western Range in Vandenberg, Calif.  The entire amount has been obligated.  SMC/LRSW/PK, Los Angeles Air Force Base, Calif., is the contracting activity.

 

·   IAP Worldwide Services, Panama City, Fla., was awarded on May 21 a $45,335,621 firm-fixed-price contract for line haul transportation within Kuwait and Iraq.  Work is to be performed in Kuwait (50 percent) and Iraq (50 percent), with an estimated completion date of Dec. 31, 2010.  One bid was solicited with one bid received.  U.S. Army Contracting Command, Rock Island Contracting Center, ACC-RICC-CCRC-RK, Rock Island, Ill., is the contracting activity.

 

·   ITT Corp., Systems Division, Patrick Air Force Base, Fla., was awarded a $6,950,284 contract which will provide integration services to support the launch and range systems contract to install additional hardware to an existing string of telemetry equipment at the Oak Mountain A site at the western range in Vandenberg, Calif.  The entire amount has been obligated.  SMC/LRSW/PK, Los Angeles Air Force Base, Calif., is the contracting activity.

 

·   American Valley Aviation, Inc., Orange Park, Fla., is being awarded a $5,525,128 firm-fixed-price contract for the refurbishment of wing and weapons bay pylons in support of the Pakistan Navy P-3 upgrade program.  This contract provides for the refurbishment, modification and acquisition of digital stores management systems for seven P-3 aircraft.  Work will be performed in Orange Park, Fla., and is expected to be completed in September 2011.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.302-4.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity.

 

·   Raytheon Network Centric Systems, St. Petersburg, Fla., is being awarded a $31,922,634 modification to previously awarded contract (N00024-08-C-5202) for the design agent and engineering services for the Cooperative Engagement Capability (CEC) program.  CEC is a sensor netting system that significantly improves battle force anti-air warfare capability by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC units.  This modification combines purchases for the U.S. Navy (96 percent), and the governments of Australia (3 percent) and Canada (1 percent) under the Foreign Military Sales program.  Work will be performed in Largo, Fla. (80 percent), St. Petersburg, Fla. (19 percent), and Dallas, Texas (1 percent), and is expected to be completed by September 2011.  Contract funds in the amount of $3,014,168 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

 

·   R.C. Construction Co., Inc., Greenwood, Miss., was awarded on May 14 a $23,160,074 firm-fixed-price contract for the construction of short take off vertical landing simulated carrier practice landing deck.  Work is to be performed at Eglin Air Force Base, Fla., and Duke Field, Fla., with an estimated completion date of July 15, 2011.  Bids were solicited on the World Wide Web with 11 bids received. U.S. Corps of Engineers Mobile Regional Contracting Center Mobile., Ala., is the contracting activity.

 

·   David Boland, Inc., Titusville, Fla., was awarded on May 13 a $19,472,000 firm-fixed-price contract for Lake Pontchartrain and vicinity, “Flood Wall Construction Hynes Blvd LPV 105.02,” Orleans Parish, La.  Work is to be performed in Orleans Parish, La., with an estimated completion date of May 26, 2011. Bids were solicited via the Federal Business Opportunities and Army Single Face to Industry Web sites with nine bids received.  U.S. Army Corps of Engineers, Hurricane Protection Office, New Orleans, La., is the contracting activity.

 

·   IAP Worldwide Services, Inc., Panama City, Fla., was awarded on May 13 a $17,776,078 firm-fixed-price contract.  The purpose of this contract is to provide permanent reliable power in response to Forward Operating Base Dwyer’s critical situation.  Work is to be performed in Forward Operating Base Dwyer, Afghanistan, with an estimated completion date of May 1, 2011.  Four bids were solicited with three bids received.  U.S. Corps of Engineers, Philadelphia District, Philadelphia, Pa., is the contracting activity.

 

·   Tybrin Corp., Fort Walton Beach, Fla. (N68936-10-D-0034); Lockheed Martin Corp., Lockheed Martin Information Systems & Global Services, Gaithersburg, Md. (N68936-10-D-0035); and L-3 Services, Inc., Chantilly, Va. (N68936-10-D-0036), are each being awarded cost-plus-fixed-fee indefinite-delivery/indefinite-quantity contracts for services in support of the Naval Air Warfare Center Weapons Division’s Combat Environment Simulation Division.  Services to be provided include the acquisition and deployment of equipment or systems designed to provide a dense, realistic, and electromagnetic (encompassing radio frequency, infrared, electro-optic, and laser energy) environment to be used by the tri-service community for weapon systems development; training; test and evaluation; test and evaluation of defense suppression systems; electronic warfare systems; electronic countermeasures equipment; and electronic counter-countermeasures equipment.  The estimated level of effort for these contracts over the five-year ordering period is 577 man-years.  Tybrin Corp.’s ceiling is $241,540,417; Lockheed Martin Corp., Lockheed Martin Information Systems & Global Services’ ceiling is $207,806,616; and L-3 Services, Inc.’s ceiling is $210,998,077.  Each company will have the opportunity to bid on each individual task order.  Work will be performed in China Lake, Calif. (80 percent), and Point Mugu, Calif. (20 percent), and is expected to be completed in May 2015.  Contract funds will not expire at the end of the current fiscal year.  These contracts were solicited under a multiple award electronic request for proposals; 30 firms were solicited and three offers were received.  The Naval Air Warfare Center Weapons Division, China Lake, Calif., is the contracting activity.

 

·   Lockheed Martin Mission Systems and Sensors, Moorestown, N.J., is being awarded a $15,000,000 modification to previously awarded contract (N00024-03-C-5115) for engineering services for DDG 51 class and CG 47 class Aegis Combat System installation, integration, and test, and fleet life-cycle engineering support in support of the Program Executive Officer Integrated Warfare Systems.  The required services for DDG 51 class ships and CG 47 class ships include program management and operation support; quality assurance; configuration management; ship design integration; fleet life-cycle engineering support; installation support; firmware maintenance; combat system test and evaluation; Navy furnished material support; special studies; and future-ship integration studies.  Work will be performed in Moorestown, N.J. (50 percent); Baltimore, Md. (25 percent); Norfolk, Va. (8 percent); Washington, D.C. (5 percent); Akron, Ohio (5 percent); Mayport, Fla. (2 percent); San Diego, Calif. (1 percent); Oxnard, Calif. (1 percent); Bath, Maine (1 percent); Pascagoula, Miss. (1 percent); and Dahlgren, Va. (1 percent), and is expected to be completed by September 2010.  Contract funds will not expire at the end of the current fiscal year.   The Naval Sea Systems Command, Washington Navy Yard, D.C., is the contracting activity.

 

·   USA Environmental, Inc., Oldsmar, Fla., is being awarded an $18,000,000 cost-plus-award-fee modification to increase the maximum dollar value of a previously awarded indefinite-delivery/indefinite-quantity contract (N62742-05-D-1868) for munitions response and incidental environmental remediation at sites which potentially contain munitions and explosives of concern.  The work to be performed provides for surface and subsurface munitions clearance on roads and beaches on Vieques, and vegetative and operational range clearance on Farallon de Medinilla.  After award of this modification, the total cumulative contract value will be $68,000,000.  Work will be performed in Vieques, Puerto Rico (90 percent), and Farallon de Medinilla, Marianas Islands (10 percent), and is expected to be completed by December 2011.  Contract funds will not expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Pacific, Pearl Harbor, Hawaii, is the contracting activity.

 

·   USA Environmental, Inc., Oldsmar, Fla., is being awarded a $13,969,727 cost-plus-award-fee task order modification JN03-06 under a previously awarded munitions response contract (N62742-05-D-1868) for munitions and explosives of concern removal at former Vieques Naval Training Range.  The work to be performed provides for the removal of surface and subsurface munitions and explosives of concern at the live impact area, surface impact area, eastern conservation area and the eastern maneuver area.  After award of this modification, the total cumulative task order value will be $25,453,833.  Work will be performed in Vieques, Puerto Rico, and is expected to be completed by August 2011.  Contract funds will not expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Atlantic, Norfolk, Va., is the contracting activity.

 

·   2020 Company, LLC, Falls Church, Va. (FA9200-10-0018); Colsa Corp., Huntsville, Ala. (FA9200-10-D-0166); and Oasis Systems, Inc., Lexington, Mass. (FA9200-10-D-0173), were awarded a $28.5 million contract which will provide a wide range of diverse, non-engineering, technical and acquisition management support required in the acquisition, development, production and support of various equipment and weapons systems within the Air Armament Center and other organizations at Eglin Air Force Base, Fla.  At this time, no money has been obligated.  AAC/PKES, Eglin Air Force Base, Fla., is the contracting activity.

 

·   Harris Corp., Palm Bay, Fla., was awarded a $19,753,657 contract which will provide for the manufacture, maintenance and repair of the warhead replacement Tactical Telemetry Missile.  At this time, no money has been obligated.  882 CBSG/GBKAA, Robins Air Force Base, Ga., is the contracting activity.

 

·   General Dynamics Ordnance and Tactical Systems Inc., St. Petersburg, Fla., was awarded on May 10 a $20,479,783 basic ordering agreement with firm-fixed-price delivery orders.  This award is made under the terms of the existing basic ordering agreement for the small caliber ammunition second source prime contractor for the production of 5.56mm; 7.62mm; and caliber, 50 small arms ammunition.  This ammunition is used in M4 carbines; M16A2 rifles; M249 light machine guns, 5.56mm; M240 series machineguns, 7.62mm; and M2 and other caliber, 50 heavy machine guns.  Work is to be performed in St. Petersburg, Fla., with an estimated completion date of Oct. 27, 2011.  Bids were solicited on the World Wide Web with two bids received.  HQ, U.S. Army Field Support Command, Rock Island, Ill., is the contracting activity.

 

·   Speegle Construction, Inc., Niceville, Fla., was awarded on May 10 an $11,028,000 firm-fixed-price contract for the construction of the 7th Special Forces Group (7SFG) backyard training ranges, 7SFG compound, Eglin Air Force Base, Fla.  Work is to be performed in Eglin Air Force Base, Fla., with an estimated completion date of Aug. 1, 2011.  Bids were solicited on the World Wide Web with 18 bids received.  Army Corps of Engineers Mobile Regional Contracting Center, Mobile, Ala., is the contracting activity.

 

·   Honeywell International, Inc., Defense & Space Electronic Systems, Clearwater, Fla., was awarded a $6,570,904.97 contract which will provide 81 embedded GPS/inertial navigation system production units for the Army OH-58D CDS5, and Navy CH-53 and SPN-46 platforms.  At this time, the entire amount has been obligated.  647 AESS/PK, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

·   Sysco Central Florida, Ocoee, Fla. is being awarded a maximum $16,073,940 firm-fixed-price, indefinite-quantity, prime vendor contract for full-line food service distribution.  There are no other locations of performance.  Using services are Army, Navy, Air Force, and Marine Corps.  This proposal was originally Web solicited with three responses.  The date of performance completion is May 14, 2011.  The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity.

 

·   General Dynamics Ordnance and Tactical Systems, St. Petersburg, Fla., is being awarded a $9,676,800 modification to previously awarded contract (M67854-05-D-6014) for continuation of 120mm precision extended range munition Phase III technology demonstration for Expeditionary Fire Support Systems/Internally Transportable Vehicle system.  Work will be performed in Redmond, Wash. (23 percent); Minneapolis, Minn. (23 percent); Valencia, Calif. (18 percent); Red Lion, Pa. (18 percent); St. Petersburg, Fla. (10 percent); and Mesa, Ariz. (8 percent), and is expected to be completed by August 2011.  Contract funds will not expire at the end of the current fiscal year.  The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

 

·   Hellfire Systems, LLC, Orlando, Fla., was awarded on May 7 an $84,515,385 firm-fixed-price contract for fiscal 2010 option exercise for a total quantity of 1,253 Hellfire II missiles.  Work is to be performed in Orlando, Fla., with an estimated completion date of Sept. 30, 2013.  One bid was solicited with one bid received.  U.S. Army Contracting Command, AMCOM Contracting Center, Redstone Arsenal, Ala., is the contracting activity.

 

·   A. E. New Jr., Inc, Pensacola, Fla., was awarded on May 6 a $16,132,000 firm-fixed-price contract for the design-build two single-story sprinkler-equipped child development center facilities, each consisting of a concrete foundation, split-faced concrete block over a steel frame, and sloped standing seam metal roof.  Facility includes core administration area, staff support area, facility support area, and child care areas.  Work is to be performed at Eglin Air Force Base, Fla., with an estimated completion date of Aug. 17, 2011.  Bids were solicited via the Federal Business Opportunities Web site with 21 bids received.  U.S. Army Corps of Engineers, Mobile District, Mobile, Ala., is the contracting activity.

 

·   L-3 Communications Vertex Aerospace, LLC, Madison, Miss., is being awarded a $14,000,000 ceiling-priced undefinitized contract action (UCA) to provide aircraft maintenance and logistics services in support of the Navy’s T-34 and T-44 aircraft. Services to be provided include aircraft maintenance and logistics support, including labor, equipment, tools, and material. Work will be performed at the Naval Air Station (NAS) Whiting Field, Fla. (50 percent) and NAS Corpus Christi, Texas (50 percent), and is expected to be completed in November 2010. Contract funds in the amount of $6,860,000 will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to FAR 6.302-2. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

 

·   Protective Products Enterprises, Sunrise, Fla., is being awarded an estimated maximum value $10,550,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for Modular Tactical Vest (MTV) spare and replacement parts. This contract is necessary to provide continued sustainment of previously fielded MTVs. Work will be performed in Sunrise, Fla., and is expected to be completed May 2011. An initial delivery order in the amount of $9,996,000 will be issued, and these contract funds will expire at the end of the current fiscal year. This contract is being awarded on a sole-source basis. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

 

·   Sword & Shield Enterprise Security, Inc., Knoxville, Tenn., is being awarded a ceiling price $31,800,000 firm-fixed-priced, blanket purchase agreement for production and logistic support of the AN/TRC-170A (V)3/(V)5 Troposcatter antenna system replacement.  Work will be performed in Orlando, Fla., and is expected to be completed within three and one-half years after award.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via NASA’s Solutions for Enterprise-Wide Procurement vehicle.  The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

 

·   Hellfire Systems, LLC, Orlando, Fla., was awarded on April 30 a $15,839,000 firm-fixed-price contract for the transition of the new AGM-114R Hellfire II Romeo missile into the current Hellfire II missile production line.  Work is to be performed in Orlando, Fla., with an estimated completion date of Sept. 30, 2013.  One bid was solicited with one bid received.  U.S. Army Contracting Command, AMCOM Contracting Center, Redstone Arsenal, Ala., is the contracting activity.

 

·   Northrop Grumman Systems Corp., Rolling Meadows, Ill., is being awarded a $79,239,035 firm-fixed-price contract for the procurement of AN/AAQ-24(V)25 NexGen Large Aircraft Infrared Countermeasures Infrared (IR) Missile Warning Subsystem (MWS) sensors and IR processors for the H-53 and H-46 helicopters.  This contract provides for the procurement of 487 NexGen MWS sensors and 99 NexGen MWS processors, including associated technical data.  Work will be performed in Rolling Meadows, Ill. (50.6 percent); Goleta, Calif. (20.9 percent); Lewisburg, Tenn. (9.2 percent); Ontario, Canada (5.2 percent); Saxonburg, Pa. (4.5 percent); Tipp City, Ohio (2.1 percent); Fort Walton Beach, Fla. (1.5 percent); Deer Park, N.Y. (1 percent); Westford, Mass. (1 percent); and various locations throughout the United States (4 percent).  Work is expected to be completed in June 2013.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.301-1.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

 

·   CACI-WGI Inc., Chantilly, Va.; SRA International, Inc., Fairfax, Va.; Jacobs Technology, Inc., Tampa, Fla.; and Booz Allen Hamilton, McLean, Va., were awarded Global Battlestaff and Program Support Services (GBPS) contracts on April 30.  The contracts are indefinite-delivery/indefinite-quantity with a $2,500 minimum guarantee per prime contract award and a $1.5 billion maximum ceiling.  Under the GBPS contracts, the contractors will provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform the services and provide support to all mission areas of USSOCOM as specified in the performance work statement and ordered under individual task orders.  The objective of this contract action is to acquire global, non-personal services unique to special operation forces, and expertise to provide intellectual capital to assist with day-to-day business operations.  In addition, the contractors shall provide subject matter expertise in areas of, but not limited to:  time sensitive planning; interagency support; intelligence operations; military planning; intelligence, surveillance and reconnaissance  program analysis; biometrics, socio-cultural analysis, geospatial analysis, signals intelligence, and human terrain initiatives with ISR support; administrative support; public affairs; training; accounting; budgeting; joint planning, budget and resource management; readiness planning and reporting; personnel reporting; acquisition and life cycle program management; procurement support; engineering support including research, development, science, technology, and systems engineering; graphics support and other business for USSOCOM.  The anticipated period of performance is a three-year base period with one two-year option period, for a total contract period of performance not to exceed five years.  The place of performance is multiple locations in the United States and overseas.  USSOCOM is the contracting activity.

 

·   Lockheed Martin Mission Systems and Sensors, Moorestown, N.J., is being awarded a $91,300,000 firm-fixed-price not-to-exceed modification to a previously awarded contract for advance procurement of the consolidated bill of material and associated labor to support beryllium oxide resistors, phase shifters, surface mount work center production and engineering services support of production of the DDG 114 and 115 Aegis weapon system.  Work will be performed in Moorestown, N.J. (85 percent), and Clearwater, Fla. (15 percent), and is expected to be completed by December 2011.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington Navy Yard, D.C., is the contracting activity.
