National Aeronautics & Space Administration (NASA)

 

NASA has announced three more research topics open for proposals through the Research Opportunities in Space and Earth Sciences (ROSES) 2010 Announcement. ROSES awards range from $100,000 to more than $1 million, depending on the topic. Eligibility is unrestricted.   • Laboratory Analysis of Returned Samples (ROSES 2010 Appendix C.3: NNH10ZDA001N-LARS) seeks to maximize the scientific return from the samples provided by missions such as Genesis and Stardust through development of laboratory instrumentation and advanced analytical techniques required for the complete analyses of the samples they return. Approximately $5 million is available to support up to 30 new awards. Notice of intent is due Apr 16; full proposals are due Jun 11.
  • Astrophysics Theory (ROSES 2010 Appendix D.4: NNH10ZDA001N-ATP) supports efforts to develop the basic theory for NASA's space astrophysics programs. Approximately $4 million is available to support up to 35 new awards. Notice of intent is due Apr 9; full proposals are due Jun 4.
  • Terrestrial Hydrology (ROSES 2010 Appendix A.16: NNH10ZDA001N-THP) seeks sensor research proposals toward: Downscaling of Remote Sensing Data; Satellite Validation Approaches; or Model downscaling. Approximately $2.5 million is available to support up to 15 new awards. Notice of intent is due Apr 21; full proposals are due Jun 15.

 

On or about Mar 31, NASA will release a solicitation entitled Research Opportunities in Materials Science. The Exploration Systems Mission Directorate, Advanced Capabilities Division will seek ground-based, hypothesis-driven materials science research investigations in the following areas: thermophysical data, microstructural development and morphological evolution. On or about Apr 21, the Johnson Space Center will invite proposals for NASA Specialized Centers of Research (NSCOR) in support of the Space Radiation Program within the Human Research Program. An NSCOR consists of a team of investigators who have complementary skills and who work together to solve a closely focused set of research questions and includes strong undergraduate, graduate or post-graduate training components. Eligibility will be unrestricted. U.S. Department of Defense (DOD)

 

The Naval Postgraduate School invites proposals for research on edge organizations in the context of network-centric operations. Grants and cooperative agreements are available to support research in six areas, including: edge networks, agility and maturity, infrastructure enhancement, accelerating intercultural knowledge flows, C2 in virtual environments and emerging research. Up to $600,000 is available for awards of up to $200,000. Eligibility is restricted to U.S. academic and industry recipients, excluding U.S. government institutions of higher education and Defense agencies. Proposals will be accepted through April 10, 2011. The U.S. Air Force Academy is seeking white papers to help improve flight test development methodologies. The academy intends to recruit an experienced flight test professional to analyze a range of flight test information to assess changes in aircraft performance over time. The applicant is expected to have an advanced degree in Aeronautical Engineering, as well as extensive experience in the planning, performance and analysis of flight test. Applicant must also be experienced in the field of flight test education and training. Up to $150,000 is available to support 24 months of research. The U.S. Naval Research Laboratory (NRL) detachment at the Stennis Space Center is seeking proposals for the Naval Pre-engineering Program/STEM Program. The Defense Advanced Research Projects Agency invites research proposals for Compact Mid-Ultraviolet Technology. The goal is to develop the essential heteroepitaxy, waveguides, cavities, and contacts to enable efficient light emitting diodes (LEDs) and chip-scale semiconductor lasers operating at wavelengths below 275nm. DARPA invites innovative research proposals for Transformative Applications ("apps") to place the right mobile software into the hands of warfighters as the apps are needed. A military apps marketplace will be created to enable rapid innovation to meet user needs based on a direct collaboration between a vibrant and highly competitive development community and involved communities of end-users. Proposals are sought in five areas: Apps Marketplace Architecture; Applications Development; Middleware Services and Libraries; Network Infrastructure; and Other Considerations. Total funding available is $36 million across three technical areas: Technology Development; Systems Engineering and Integration; and Performance Evaluation. National Science Foundation (NSF)

 

The NSF Division of Undergraduate Education is soliciting proposals for the Math and Science Partnership program. This program is a major R&D effort that supports innovative partnerships to improve K-12 student achievement in mathematics and science. Lead institution eligibility for any of the program's partnership categories is limited to an institution of higher education or eligible nonprofit organizations. Full proposals are due Jul 08 for all partnership programs except for Targeted Partnerships which is due Oct 14. Through this solicitation, NSF seeks to support five types of awards:

 

·         Targeted Partnerships focus on studying and solving teaching and learning issues within a specific grade range or at a critical juncture in education, and/or within a specific disciplinary focus in mathematics or the sciences. Up to five awards may be made. The maximum total budget is $10 million for up to five years;

·         Institute Partnerships - Teacher Institutes for the 21st Century focus on meeting national needs for teacher leaders/master teachers who have deep knowledge of disciplinary content for teaching and are fully prepared to be school- or district-based intellectual leaders in mathematics or the sciences. Up to five awards may be made. The maximum total budget is $5 million for up to five years;

·         MSP-Start Partnerships are for awardees new to the MSP program, especially from minority-serving institutions, community colleges and primarily undergraduate institutions, to support the necessary data analysis, project design, evaluation and team building activities needed to develop a full MSP Targeted or Institute Partnership. Up to seven awards may be made. The maximum total budget is $300,000 for up to two years;

·         Phase II Partnerships are for prior NSF MSP Partnership awardees to continue implementation on specific innovative areas of their work where evidence of the potential for significant positive impact is clearly documented. The intent is that there will be focused efforts to carry out the necessary research to advance knowledge and understanding in the specific area(s) Up to five awards may be made. The maximum total budget is $2.1 million for up to three years; and

·         Research, Evaluation and Technical Assistance (RETA) projects (a) study the relationships among MSP activities and student learning using theoretically informed, methodologically rigorous methods; (b) develop and validate instruments of teacher or student knowledge that MSPs and others can use to assess the impact of their work, or (c) provide technical assistance to MSP projects to help them rigorously evaluate their work. Up to five awards may be made. The maximum total budget is $1.95 million for up to three years.

 

The Directorate for Biological Sciences invites proposals for Macrosystems Biology Research on Biological Systems from interdisciplinary teams of scientists to conduct innovative, integrated, systems-oriented "macrosystems biology" research to detect, understand and forecast the consequences of climate and land use change and invasive species on the biosphere at regional to continental scales. Up to 15 awards may be made from total funding of $20 million. Two categories of awards will be made. Category 1 Awards: Exploratory or incubation grants to develop teams, explore a high risk idea, strategy, or innovative approach, hold workshops and develop plans to establish regional to continental scale networks of partners. These awards will be up to two years in duration. Category 2 Awards: Larger and longer grants to support full-fledged Macrosystems Biology Research or Modeling studies. These awards may be up to five years in duration. Full proposals are due Sep 16. Proposals may only be submitted by the following: non-profit non-academic organizations, federal agencies, federally funded research and development centers, universities and colleges. The Departments of Energy and Agriculture and the National Science Foundation invite proposals for a new $49 million joint research program to produce high-resolution models for predicting climate change and its resulting impacts. Up to 20 awards may be made. Called Decadal and Regional Climate Prediction Using Earth System Models (EaSM), the program is designed to generate models that -- significantly more powerful than existing models -- can help decision-makers develop adaptation strategies addressing climate change. Proposals will be reviewed using the NSF peer review process. Two types of interdisciplinary proposals will be considered for EaSM funding: Type 1 proposals should be capacity/community building activities, address one or more goals, and last up to three years; these proposals may receive up to $300,000 in annual funding. Type 2 proposals should describe large, ambitious, collaborative, interdisciplinary efforts that advance Earth system modeling on regional and decadal scales, and last three to five years; these proposals may receive $300,000 to $1 million in annual funding. The National Science Foundation invites proposals for a new program, Software Infrastructure for Sustained Innovation. The goal is to transform innovations in research and education into sustained software resources that are an integral part of the cyberinfrastructure. It is expected to generate and nurture the multidisciplinary processes required to support the entire software lifecycle and will result in the development of sustainable software communities. Total funding of $11.4 million is expected to support up to 22 awards. Eligibility is limited to U.S. universities, colleges and nonprofit organizations. Letters of intent are due May 10. The Directorate for Geosciences invites research proposals for the EarthScope program. EarthScope provides a framework for broad, integrated studies across the Earth sciences, including research on fault properties and the earthquake process, strain transfer, magmatic and hydrous fluids in the crust and mantle, plate boundary processes, large-scale continental deformation, continental structure and evolution, and composition and structure of the deep-Earth. Total FY10 funding of $12 million is anticipated to support up to 25 projects. Eligibility is unrestricted. Proposals are due Jul 16. The FAA Air Transportation Center of Excellence Program Office and the FAA Office of Commercial Space Transportation invite proposals for a Center of Excellence for Commercial Space Transportation. The center will perform basic and applied research to identify solutions for existing and anticipated commercial space transportation problems. U.S. Department of Health and Human Services (DHHS)

 

The Center for Veterinary Medicine invites R01 applications for development, or to support the development of, new animal drugs for intended minor use in major species or intended use in minor species. Only new animal drug products that have been designated in accordance with the provisions of section 573 of the Federal Food, Drug, and Cosmetic Act and 21 CFR Part 516 are eligible for grants. USDA invites proposals for the Rural Business Opportunity Grants (RBOG). The grants promote sustainable economic development in rural communities with exceptional needs through provision of training and technical assistance for business development, entrepreneurs, and economic development officials and to assist with economic development planning. The Agriculture and Food Research Initiative is inviting research proposals for its $262 million core program through seven separate announcements. A series of webinars will be posted for each opportunity to provide overviews to each program area. Eligibility for most subprogram priority areas is unlimited domestically. ·         Climate Change (USDA-NIFA-AFRI-003038) will provide up to $55 million to support five program areas designed to achieve the long-term outcome of reducing the use of energy, nitrogen, and water in the production of food, fiber and fuel, and increase carbon sequestration. Each program area has subprogram areas that have their own deadlines and funding limitations.

·         Childhood Obesity Prevention (USDA-NIFA-AFRI-003037) will provide up to $25 million to support two specific program areas designed to achieve the long-term outcome of reducing the prevalence of overweight and obesity among children and adolescents. Each program area has subprogram areas that have their own deadlines and funding limitations.

·         Food Safety (USDA-NIFA-AFRI-003039) will provide up to $20 million for research projects designed to achieve the long-term outcome of reducing food-borne illnesses and deaths through a safe food supply. Four program areas are open for funding, each with subprogram areas that have their own deadlines and funding limitations.

·         Foundational Program (USDA-NIFA-AFRI-003040) will provide up to $64 million to support fundamental and applied research, extension, and education to address food and agricultural sciences in all six priority areas, each with subprogram areas that have their own deadlines and funding limitations. Eligibility is unlimited domestically.

·         Global Food Security (USDA-NIFA-AFRI-003041) will provide up to $19 million to support research in two specific program areas, each with its own subprogram areas that have their own deadlines and funding limitations. The Global Food Security Challenge Area will support projects designed to achieve the long-term outcome of increasing food availability and decreasing the number of food insecure individuals.

·         NIFA Fellowships Grant Program - up to $6 million may be available to support doctoral candidates and individuals who soon will receive or recently have received their doctoral degree for a Pre- or Postdoctoral Fellowship Grant, as appropriate, for research, education, extension, or integrated activities. The solicitation is expected to be released in April through the same website.

·         Sustainable Bioenergy (USDA-NIFA-AFRI-003042) will provide up to $40 million to support research in four program areas, each with its own subprogram areas that have their own deadlines and funding limitations. The Challenge area will support projects designed to achieve the long-term outcome of reducing the National dependence on foreign oil through the production of sustainable bioenergy.

 

U.S. Department of Justice

 

The National Institute of Justice (NIJ) invites applications for funding to operate the National Law Enforcement and Corrections Technology Center System's National Center. The National Center has two principal functions. These are to: (1) serve as the NLECTC System's information clearinghouse; and (2) to support NIJ's performance standards and compliance-testing programs. Doe invites proposals for the U.S.-China Clean Energy Research Center for joint research and development of clean energy by teams of scientists and engineers from the U.S. and China, as well as a clearing house to help researchers in each country. Priority research topics include: 1) building energy efficiency; 2) clean coal including carbon capture and storage; and 3) clean vehicles. One award of $2.5 million/year for five years is anticipated for each topic. In mid-April, the National Renewable Energy Laboratory anticipates inviting proposals for the Building America Team-Based Residential Research program. The program will support research partnerships with all facets of the residential building industry to improve the quality and energy efficiency of existing and new homes. The goal is to develop cost-effective solutions that reduce the average energy use of housing by 40% to 100%. Total funding per award may be $5 million. ·         Up to $26 million is available to help strengthen building retrofit markets. Ten awards of up to $5 million per state will support the development of programs and strategies to retrofit residential and/or commercial properties in markets with little or no retrofit activity and/or to increase the market penetration of existing whole-building retrofits.

·         Up to $5 million is available to help stimulate energy efficiency action. Eight awards of up to $700,000 will help state or groups of states achieve an annual minimum target electricity savings of 1 percent through energy efficiency.

 

U.S. Department of Education

 

The Department of Education invites proposals for a single award for Integrated Evaluation of American Recovery and Reinvestment ACT (ARRA) Funding, Implementation and Outcomes.
