National Aeronautics & Space Administration (NASA)

 

NASA Headquarters intends to issue Request for Proposal (RFP) NNH09274133R for web services with an agency-wide capability to create, maintain and manage public web sites - primarily www.nasa.gov -- and ancillary services. The anticipated release date of the RFP is on or about September 17, 2009. This procurement will be a 100% Small Business Set-Aside. NASA/MSFC plans to issue Request for Proposal (RFP) No: NNM09277065R for NASA's "Enterprise Applications Service Technologies" (EAST) acquisition. The resulting contract shall require the EAST Contractor to successfully perform all work necessary to operate, integrate, and maintain the NASA Enterprise Applications Competency Center (NEACC) factory, in accordance with this Performance Work Statement (PWS) and the terms and conditions contained herein. The order of magnitude for the procurement is between $5,000,000 and $10,000,000 and the effort shall be completed within 330 calendar days after notice to proceed. Appendix A.2 of ROSES-2009, Land-Cover/Land-Use Change, is focused on improving the detection and monitoring of land-cover and land-use changes around the world, explaining and attributing these changes to their primary causes, and examining the implications of the changes in terms of their impacts, for example, on the vulnerability of the associated land use or social systems and their adaptability to a changing climate. NASA has amended its ROSES-09 solicitation to include Earth Science for Decision Making: Gulf of Mexico Region. This new program element solicits proposals that develop and demonstrate innovative and practicable applications of NASA Earth science observations, models, and research to support resource management, planning, and decision making activities in the broad Gulf of Mexico region. The overall objective of this solicitation is to create a suite of projects that will enhance the Gulf of Mexico region's ability to use NASA Earth science observations and research in decision making activities. This solicitation has a special emphasis on climate adaptation and climate change impacts in the Gulf region and southeast United States. National Research Council (NRC)

 

The NRC offers an opportunity to contribute to the 2009-2010 Decadal Survey on Biological and Physical Sciences in Space. The objective is to set clear priorities for microgravity research for the coming decade, incorporating numerous biological, physical and engineering disciplines to address a wide range of issues in basic and exploration-driven research. The decadal survey will involve the entire U.S. microgravity and exploration community and is being led by a steering committee and seven survey panels. Community input serves as one of the cornerstones of an NRC decadal survey. As part of its plan to distribute Recovery Act funding, NSF invites applications for the Science Masters Program. The program prepares graduate students for careers in business, industry, nonprofit organizations, and government agencies by providing them not only with a strong foundation in science, technology, engineering and mathematics (STEM) disciplines, but also with research experiences, internship experiences, and the skills to succeed in those careers. Environmental Protection Agency (EPA)

 

The EPA invites applications for its 2009 Science to Achieve Results (STAR) Fellowships for Graduate Environmental Study for master's and doctoral level students in environmental fields of study. Sixteen topic areas are described in the announcement. Approximately 120 awards will be made from a total pool of $4.7 million. Maximum award size is $37,000 per year (term of award depends on degree level). Eligibility is limited to students at fully accredited U.S colleges or universities. Students also must be U.S. citizens or individuals lawfully admitted for permanent residence in the U.S. Applications are due Oct 22. The EPA has released three economic development opportunities related to the Brownfields Program. The program provides funds to empower states, communities, tribes, and nonprofits to prevent, inventory, assess, clean up, and reuse brownfield sites. A brownfield site is defined as real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of hazardous substances, pollutants, contaminants, controlled substances, petroleum or petroleum products, or is mine-scarred land. The EPA anticipates making 341 grants from a total pool of $79.4 million for all three components of the program. Proposals for all three are due Oct 16.

 

·      Brownfields Assessment Grants - provide funds to inventory, characterize, assess, and conduct planning (including cleanup planning) and community involvement related to brownfield sites.
